No person, except as in this article provided, shall canvass or solicit from house to house in the Town of Belvidere without first obtaining a license therefor.
As used in this article, the following terms shall have the meanings indicated:
CANVASSER or SOLICITOR
Any individual, whether resident of the Town of Belvidere or not, traveling either by foot, wagon, automobile, motortruck or any other type of conveyance from place to place, from house to house or from street to street, taking or attempting to take orders for sale of goods, wares and merchandise, personal property of any nature whatsoever for future delivery, or for services to be furnished or performed in the future, whether or not such individual has, carries or exposes for sale a sample of the subject of such sale or whether he is collecting advance payments on such sales or not, and shall include any person who, for himself or for any other person, firm or corporation, hires, leases, uses or occupies any building or part thereof or any other place within the Town for the sole purpose of exhibiting samples and taking orders for future delivery.

Application for a license to canvass or solicit from house to house or otherwise, as herein defined, shall be made to the Town Clerk, which application shall state the full name and address of the applicant; his age and social security number and whether or not he has been previously convicted of a crime; by whom employed; address of employer and a description of the item, thing or project for which applicant intends to canvass. A record of all licenses issued shall be kept by the Town Clerk.

The fee for such license, for the use of the Town of Belvidere, shall be in the sum of $5; and the Town Clerk, upon completion of the application and payment of the fee, shall issue a license, which license shall be carried on the person of the licensee and shall be exhibited upon request of any police officer or other citizen.
This article shall not affect any person engaged in the delivery of goods, wares or merchandise or other articles or things in the regular course of business to the premises of the persons ordering or entitled to receive them, and provided further that persons canvassing for charitable, religious, cultural, civic, educational and political purposes and those engaged in interstate commerce and those otherwise exempted by law shall be excepted from the terms of this article.

Any person violating any provision of this article shall, upon conviction thereof, be punishable by a fine of not more than $500 or by imprisonment for not more than 90 days, or both.
