There is hereby established within the Borough
a Water Utility which shall have control over the operation, maintenance
and construction of the Borough water supply and distribution system,
including the sale of water therefrom.
Subject to statutory requirements, the Water
Utility and the Water Superintendent are a part of the Department
of Community Services. The Water Superintendent shall report to the
Director of Community Services.
A.
Powers and duties of the Water Superintendent. The
Water Superintendent shall be a person holding such license as may
be required by the State Department of Health. Subject to the direction
of the Director of Community Services, the Water Superintendent shall
be responsible for all phases of the water supply, treatment, quality
and distribution in the Borough. The Water Superintendent shall perform
all duties and carry out all responsibilities set forth in state statutes
and regulations of the State Department of Environmental Protection
and in this Code. The Water Superintendent shall be responsible for
maintaining all records and submitting reports so as to assure proper
water service in the Borough.
B.
Powers and duties of the Director of Community Services.
(1)
The Director of Community Services is responsible
for directing all personnel of the Water Utility in carrying out their
assigned departmental responsibilities.
(2)
The Director of Community Services shall make an annual
inventory of all tools, equipment, and supplies of the Water Utility
and render a report to the Mayor and Council.
(3)
The Director of Community Services shall submit to
the Mayor and Council regular monthly and annual reports regarding
the status of the Water Utility and such other reports as may, from
time to time, be requested by the Mayor and Council or Borough Administrator.
(4)
The Director of Community Services shall prepare and
maintain rules and regulations for the operation of the Water Utility
which shall set forth the means for the public to make application
for the use of water in the Borough and provide for standards of construction,
maintenance and operation of the water supply and distribution system
and any additions thereto.
