The Council of the City of New Kensington shall constitute the Board of Health of the City of New Kensington.
The powers and duties of the Board of Health shall be those powers and duties set forth in the Third Class City Code, 53 P.S. § 37301 et seq., as the same now exists or may hereafter be amended.

The Board of Health may enter into a joint cooperation agreement with the Boards of Health of the Cities of Arnold and Lower Burrell, Pennsylvania, providing for the appointment of a Health Officer for the Cities of Arnold, New Kensington and Lower Burrell, Pennsylvania, who shall be one and the same person, and providing for the adoption of uniform rules and regulations, rate and method of compensation payable to said Health Officer and for the apportionment of costs and revenues of health services between the Cities of Arnold, New Kensington and Lower Burrell, Pennsylvania.[2]

Said agreement shall be executed by the Mayor, who shall be the Chairman of the Board of Health, and attested by the City Clerk, who shall be the Secretary of the Board of Health.
