The Council of the City of New Kensington, County of Westmoreland and Commonwealth of Pennsylvania, hereby signifies its intention and desire to organize an authority under the provisions of the Municipalities Authorities Act of 1945, approved May 2, 1945, P.L. 382, as amended and supplemented by the Act of June 12, 1947, P.L. 571,[1] for the purpose of exercising any and all of the powers conferred by said Act.

The name of the proposed Authority is "Municipal Parking Authority of the City of New Kensington."
The Articles of Incorporation are on file in the city offices.[2]

The Articles of Incorporation of the proposed authority set forth in § 30-3 of this chapter shall be executed by the Mayor, attested by the City Clerk of New Kensington, and they and each of them are hereby authorized and directed to do all other things necessary to effect and establish the proposed authority in conformity with the Act of May 2, 1945, P.L. 382, as amended and supplemented by the Act of June 12, 1947, P.L. 571.[1]

The adoption of this chapter is deemed necessary for the benefit and preservation of the public health, peace, comfort and general welfare and will increase the prosperity of the people of the City of New Kensington and the territory adjacent thereto.
