No fee shall be required for sketch plan review.
All fees shall be paid at the time of preliminary plan application.
Where plans are resubmitted following disapproval by the appropriate governmental agency, no fee shall be charged for resubmission, provided that the re-review involves changes only to those items for which the plan was originally disapproved. Otherwise, a new fee based on the fee schedule must be paid.
A. 
Application fees.
(1) 
Fees are based on a minimum charge of twenty dollars ($20.) for the first lot and ten dollars ($10.) for each additional lot.
(2) 
For residential land developments such as apartments or condominiums, fees shall be based on twenty dollars ($20.) for the first dwelling unit and ten dollars ($10.) for each additional dwelling unit.
(3) 
For commercial and industrial developments, fees shall be based on one hundred dollars ($100.) for the first acre or portion thereof and fifty dollars ($50.) for each additional acre or portion thereof.
B. 
Review fees.
(1) 
In addition to the above application fees, an applicant or developer shall pay to the city a review fee for the reasonable and necessary charges by the city's professional consultants or engineer for a review and report thereon to the city.
(2) 
Such review fees shall be set forth in a schedule established by the City Council by resolution.
(3) 
In the event that an applicant or developer disputes the amount of any such review fees, he shall proceed in accordance with the provisions of 53 P.S. § 10503(1)(i) and (ii) of the Pennsylvania Municipalities Planning Code.
