Except for the purpose of accessing or departing the premises for delivering or loading of goods or materials within the city, no truck or commercial vehicle with a gross vehicle weight registration in excess of 26,000 pounds shall operate on any city street or alleyway other than the designated truck route, which is known as "Industrial Boulevard."
No vehicle shall be left with the engine running within 100 feet of any residential property for a period exceeding 30 minutes, between the hours of 10:00 p.m. and 6:00 a.m.
Parking is hereby prohibited at any time on any of the alleys in the downtown business district, designated by the area between Seventh Street north to the city line, and Industrial Boulevard, east, to the railroad tracks.
The Chief of Police, subject to approval by Mayor and Council, is authorized to designate bus stops or loading zones or other restricted parking at such locations as he deems necessary and suitable. He shall cause proper signs and markings to be erected.
No vehicle that is registered as a trailer shall be allowed to park on a public roadway in excess of 48 hours.
Handicap parking in residential areas shall be governed by the city on a case-by-case basis. The permit for handicap parking is attached and made part of this Code by reference.[1]

No person or vehicle shall intentionally or recklessly obstruct any roadway, sidewalk, public right-of-way or other passageway with any objects, materials, advertisements or debris or render the same to be impassable without unreasonable inconvenience or hazard. This section is also intended to prohibit the movement or placement of snow onto any roadway, sidewalk or other public right-of-way or passageway during snow removal efforts.
Any person who violates any of the provisions of this article shall pay a fine of up to $25, and any other penalties as provided for summary offenses in the Pennsylvania Rules of Criminal Procedure.
