Section 185-8 of Article III provides that the Commissioners of Ridgely set the front footage charge established by § 185-7 of that article. The front footage charge is set at $15 per foot.

Sewer rates for users of the sewer system within the Town of Ridgely are hereby established as follows:
A. 
Residential user sewer rates. Effective 7-1-1992, sewer rates per calendar quarter for residential users of Ridgely's sewer system are: a flat charge of $55 for 5,000 or fewer gallons; $1.15 per 1,000 gallons for 5,001 to 10,000 gallons; and $1.25 per 1,000 gallons for over 10,000 gallons. Effective 1-1-1993, these rates will be $58.50, $1.25 and $1.35, respectively.

B. 
Commercial user sewer rates. Effective 7-1-1992, sewer rates per calendar quarter for businesses in a non-I-class zoning district that use Ridgely's sewer system are: a flat charge of $135 for 10,000 or fewer gallons; $1.80 per 1,000 gallons for 10,001 to 200,000 gallons; and $1.95 per 1,000 gallons for over 200,000 gallons. Effective 1-1-1993, these rates will be $146.25, $1.90 and $2.05, respectively.

C. 
Industrial user sewer rates. Effective 7-1-1992, sewer rates per calendar quarter for businesses in an I-class zoning district that use Ridgely's sewer system are: a flat charge of $180 for 10,000 or fewer gallons; $2.40 per 1,000 gallons for 10,001 to 200,000 gallons; and $2.60 per 1,000 gallons for over 200,000 gallons. Effective 1-1-1993, these rates will be $195, $2.50 and $2.70, respectively.

D. 
Business users with normal use. The rate for business users having a normal full-time use of the Ridgely sewer system, provided that there is no outside source of water and further provided that water is not used for commercial purposes in the commercial use and further provided that there is no discharge of chemicals into the sewer system or other agents which would create a burden on the system, shall be 100% of the metered water charge for each period or quarter.[1]

E. 
Commercial water users. Water rates for commercial water users who do not discharge chemicals which would create a burden on the system and who do not have their own water source shall be 150% of the billing for metered water for each period or quarter.
F. 
Commercial users with outside source of water. For commercial users of the sewer system within the Town of Ridgely who have access to another source of water and who employ more than 30 persons and/or any commercial user who discharges chemicals or pollutants which burden the sewer system of the Town of Ridgely, sewer rates shall be 200% of the metered water rate.
