Water bills are payable in full within 30 days of the date of the billing. No notice of failure to make payment when due will be mailed by the Town to the defaulting customer separately from the bill itself.
A. 
Billings unpaid on the 30th day after the billing date shall earn interest at the rate of 10% per annum from the due date to the date payment is actually received.

B. 
Once action to disconnect water service is commenced and notice of that action is given to the property owner pursuant to § 185-28, a service fee of $15 shall be due and payable in addition to interest.

A. 
If payment of the full amount of the water bill and service charge, if any, is not made by the time stated on the notice, then, on the following business day, water service to the delinquent property will be disconnected.
B. 
The Commissioners may, by resolution, establish guidelines whereby the Town Manager, acting on behalf of the Town, may enter into an agreement for the payment of a delinquent water bill in installments, with disconnection being delayed during the period of compliance with the agreement by the delinquent property owner or occupant.
C. 
After disconnection, water service will not be reconnected until the disconnection charge under § 185-5, the service charge under § 185-28A, and interest under § 185-28B have been paid in full.
Any person who may be affected by an imminent disconnection of water service may apply to the Commissioners of Ridgely for restoration of service or delay in disconnection of service. If the Commissioners determine that the public health or safety require ongoing water service, they may restore water service or may delay disconnection. In order for water service to be restored or disconnection to be delayed in the extraordinary case for which relief is sold, the Commissioners shall make factual findings stating the exceptional circumstances and shall require full payment of the overdue water charges within any reasonable time subsequent to the reconnection or to the delay in disconnection.
