There is herein created an Office for the Disabled so as to assist and service handicapped persons in the Borough of Carteret.
A. 
Said Office shall consist of seven voting members and one nonvoting member.

B. 
The members shall be appointed as follows:
(1) 
Five members shall be appointed by the Council, with one member appointed for one year, a second member appointed for two years, a third member appointed for three years, a fourth member appointed for four years and the fifth member appointed for five years.
(2) 
In addition to the above, the Council shall appoint one of its members to the Office for a one-year term.
(3) 
The Mayor shall appoint one member to the Office for a one-year term and shall appoint the Executive Director of the Office for a term of one year, at no salary.
(4) 
The Carteret Board of Education shall annually appoint one of its members to serve as a nonvoting member.
