The Building Official and/or, where appropriate, the Director of Public Works, shall have the authority, where necessary, to require an applicant for a building permit to deposit a fee of one hundred dollars ($100.), to be held in escrow by the Borough Clerk pending satisfactory approval of all work performed on the applicant's property. Said money shall insure that the property owner and/or contractor performing the construction, alteration or demolition shall remove and properly dispose of all construction debris resulting from the construction, alteration or improvement. Said escrow fee shall be returned to the property owner or contractor upon final approval of all work performed and the proper disposal of all construction debris.
In the event that the property owner and/or contractor does not dispose of all construction debris and the Borough of Carteret must properly dispose of these materials, the escrow fee of one hundred dollars ($100.) shall be used by the municipality as reimbursement for the picking up and disposal expenditures incurred by the borough.
