The several parcels of real estate fronting on the streets, avenues, highways, roads, lanes and alleys of the Borough of Middlesex shall be numbered, and each of said parcels shall be known and designated by the number or numbers indicated on the property record card maintained by the Tax Assessor. If a number has not yet been assigned to a particular parcel of real estate, the Construction Official of the Borough of Middlesex is the person responsible for designating the street number for each parcel of real estate in the Borough of Middlesex. The numbers shown on the property record cards are hereby adopted as the official street numbers for parcels of real estate in the Borough of Middlesex.
The owner or owners of each and every dwelling house, store, factory, commercial establishment, industrial establishment and/or professional office which now fronts upon any of the public streets, avenues, highways, roads, lanes and alleys of the Borough of Middlesex on which the proper number is not now placed as hereinafter specified shall, within 60 days after this chapter goes into effect, cause the proper number of such dwelling house, store, factory, commercial establishment, industrial establishment and/or professional office to be placed in figures at least three inches high in some conspicuous place on the front part of such dwelling house, store, factory, commercial establishment, industrial establishment and/or professional office, so as to be plainly visible from the sidewalk and/or the side of said public street, avenue, highway, road, lane and alley nearest said structure. In the event of failure of the owner to comply with this section of this chapter, the owner shall be subject to a penalty of $25 for each and every offense.
The owner or owners of every dwelling house, store, factory, industrial establishment, commercial establishment and/or professional office that may hereafter be erected within the limits of said Borough of Middlesex shall, within 10 days after the completion thereof, cause the proper numbers of such dwelling house, store, factory, industrial establishment, commercial establishment and/or professional office to be placed in figures in some substantial manner in some conspicuous place on the front part of such structure so as to be plainly visible from the sidewalk and/or the side of said public street, avenue, highway, road, land and alley nearest said dwelling house, store, factory, industrial establishment, commercial establishment and/or professional office; and, in default of compliance herewith, the owner shall be subject to a fine of $25 for each and every offense.
To enable the owner or owners of any parcel of real estate fronting on any of the streets, avenues, highways, roads, lanes and alleys of said Borough to ascertain the correct number thereof, it shall be the responsibility of the Construction Official, upon application made to him, to allow such applicant to inspect the property record card, and it shall be the further responsibility of the Construction Official, upon such application, to inform the applicant of the correct number of said parcel and/or parcels of real estate.
In case the owner of any lot or lots shall at any time desire the renumbering thereof, he shall be at liberty to apply to the Council of the Borough of Middlesex by petition, which petition shall be accompanied by a properly prepared map showing the changes desired and clearly showing how the numbers for the entire block would stand in case such renumbering is ordered. The applicant shall present, with his petition, proof by affidavit that a copy of said petition, together with notice of his intention to apply to the Council, has been served upon all owners of property fronting on said block at least 10 days prior to date of presentation of such petition, and thereupon the Council may, in its discretion, by resolution order said block to be renumbered in the manner specified in such application or in such other manner as they may deem best. In case the Council of the Borough of Middlesex shall order any change in the numbering of said block, a map duly authenticated shall be filed with the Borough Clerk, showing the changes as made, and upon said map being so filed, the numbers designated thereon shall, as to the block in question, supersede those on the property record card referred to in § 288-1 of this chapter.
