Whenever any words and phrases are used in this article, the meanings respectively ascribed to them in Subtitle I of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
No person shall park any vehicle at any time upon any of the following described streets and parts of streets:

A fine of not less than $54 and not more than $250 shall be imposed for violation of this article.
The appropriate signs, in accordance with specifications provided by the State of New Jersey, shall be exhibited on the streets which are hereby designated for the purposes of advising the public as to the prohibition of parking on said streets.
