A. 
No automobile, motorcycle, or other vehicle shall be operated or driven at a rate of speed in excess of 20 miles per hour on the following streets in the Village of Canton:

(1) 
On that portion of State Street within the corporate limits of the Village of Canton beginning 300 feet westerly of the westerly line of the Canton Central School building and continuing in an easterly direction to the Canton Village limits.
(2) 
On that portion of Farmer Street beginning at the point where Farmer Street intersects with State Street, and continuing in a southerly direction along Farmer Street to the point where Farmer Street intersects with Mildon Road.
B. 
No automobile, motorcycle or other vehicle shall be operated or driven on any other street or highway within the corporate limits of the Village of Canton at a rate of speed in excess of 30 miles per hour.
No person shall operate any motor or other vehicle in such a manner as may be dangerous to any person upon the public streets of the Village.
A. 
Vehicles shall keep to the right side of the street and when meeting shall pass each other to the right.
B. 
Vehicles, when overtaking others, shall in passing keep to the left and in making a left turn on entering an intersecting street keep to the right of the center.
C. 
Motor vehicles, when changing direction in the middle of a block, must make the turn to the left.
D. 
Motor vehicles, when going in the same direction, must not pass others while crossing a street intersection.
E. 
Slowly moving vehicles must keep as near to the right side of the street as possible.
All persons operating motor or other vehicles upon the public streets of the Village must obey all traffic signs and signals, unless a traffic officer or police officer shall otherwise direct.
A. 
Parking regulations.
(1) 
Streets and avenues must not be blocked longer than absolutely necessary by any vehicle.
(2) 
No motor or other vehicle shall be parked within 15 feet of any fire hydrant or within 15 feet of the northerly entrance to the firehouse or in front of the same.
(3) 
Vehicles must not be parked on any street contrary to the direction of traffic or in such a position as to block any private driveway.
(4) 
No person, firm or corporation shall leave any vehicle parked on any public street in the Village of Canton between the hours of 2:00 a.m. and 6:00 a.m.
(5) 
No person, firm or corporation shall park any vehicle abreast of another vehicle parked parallel to the curb of any street in the Village of Canton.
(6) 
Within the so-called business district where angle parking is permitted at the curb, vehicles shall be parked within the lines painted on street surface designating such parking spaces, and no vehicle shall be parked parallel to the curb.
(7) 
No vehicle shall be parked in any of the alleys in the Village of Canton at any time. Permission to do so for purposes of loading or unloading may be granted, except in such cases where to do so would, in the opinion of the Board of Trustees, create a hazardous condition. Places where such permission would not be granted under any circumstances will be properly posted by appropriate signs placed there by the Village Police Department.

Midtown Shopping Plaza.

(a) 
No person shall park or stand a vehicle in the parking lot of the Canton Midtown Shopping Plaza in the areas described as follows:

Beginning at a point on the westerly corner of the sidewalk, said corner located 10 feet westerly from the corner of the building located in the most northerly portion of the Canton Midtown Shopping Center and running westerly as an extension of the northerly side of said building a distance of 15 feet to a point, which point is intended to be in the center line of a fire lane 30 feet in width, and running thence in a general southerly direction parallel to the sidewalk a distance 180 feet to a point, intending to describe a fire lane 30 feet in width and 180 feet in length.

Beginning at a point in the easterly edge of the sidewalk which runs along the easterly boundary of Miner Street, said point located 99 1/2 feet southerly from the northerly boundary of a driveway or alley located on the southerly side of the Municipal Building, said point being in the center line of a fire lane 25 feet in width, and running in a general easterly direction the length of the Canton Midtown Shopping Center to a point where it intersects the fire lane described in Subsection A(8)(a)[1], intending to describe a fire lane 25 feet in width and 260 feet in length.

Beginning at a point on the easterly edge of the sidewalk running along the easterly boundary of Miner Street, said point located 75 feet northerly from the southerly boundary of the Canton Midtown Shopping Center, said point being in the center line of a fire lane 25 feet in width, and running in a general easterly direction the length of the Canton Midtown Shopping Center to a point where it intersects the fire lane described in Subsection A(8)(a)[1], intending to describe a fire lane 25 feet in width and 260 feet in length.
(b) 
Vehicles parked or standing in these areas during snowstorms, fires or other public emergencies or found unattended in these areas may be removed and stored by the Village police, and the owner or operator of the vehicle shall pay all reasonable charges for removal and storage.
(9) 
Harold B. Smith Parking Lot.

(a) 
No person shall park or stand a vehicle in the driveway or parking lot of the Harold B. Smith County Office Building in the area described as follows: Beginning at a point located the following course from an iron pipe set at the intersection of the easterly bounds of Court Street and the southerly bounds of Judson Street: along said southerly bounds of Judson Street south 83° east a distance of 444.18 feet to a point marked by an iron pipe. The point beginning thence south 6° 06' 15" west a distance of 370 feet to a point, and north 83° 15' west a distance of 25 feet to a point, and north 6° 06' 15" a distance of 370 feet to a point, and south 83° east a distance of 25 feet to the point of beginning. It is intended to describe a fire lane 25 feet in width over an easement and right-of-way over the county parking lot.
(b) 
Vehicles parked or standing in this area during snow storms, fires or other public emergencies or found unattended in these areas may be removed and stored by the Village Police, and the owner or operator of the vehicle shall pay all reasonable charges for removal and storage.
(10) 
No person shall park or stand a vehicle on the easterly side of Court Street in the Village of Canton in the area located from a point 265.5 feet north of the intersection of the curbline of Court Street with the northerly side of Main Street, and from that point for a distance 64.3 feet north along the easterly bounds of said Court Street, with the exception of duly licensed buses or other common carriers, which shall be permitted to remain parked or standing in such place for such reasonable time as to permit the ingress and egress of passengers thereupon and/or the receipt or removal of cargo from or onto such bus or common carrier.

(11) 
Housing Authority, Riverside Drive.

(a) 
No person shall park or stand a vehicle in the driveway or parking area of the multiple dwellings maintained by the Village of Canton Housing Authority on the westerly side of Riverside Drive in the Village of Canton in the area described as follows: Beginning at a point on the southerly side of said multiple-dwelling structure at a point in which the northeast corner of the paved parking area of said premises adjoins the public sidewalk on the westerly side of Riverside Drive, and extending southerly from said point a total of 19 feet; and extending westerly, northerly and easterly around the boundary between said multiple-dwelling premises and the paved parking area of said premises immediately adjoining thereto, extending into said paved parking area a continuous distance of 19 feet from said boundary, extending to a point at which said paved portion adjoins the public sidewalk on the westerly side of Riverside Drive in the Village of Canton on the northerly side of said multiple-dwelling premises. This description is intended to describe a fire lane 19 feet in width immediately surrounding the southerly, westerly and northerly boundaries of the multiple-dwelling premises.
(b) 
Vehicles parked or standing in this area during snowstorms, fires or other public emergencies or found unattended in these areas may be removed and stored by the Village police, and the owner or operator of the vehicle shall pay all reasonable charges for removal and storage.
(c) 
Parking shall be permitted in the paved parking area of the premises hereinabove described along the extreme southerly and westerly boundaries of said paved parking area hereinabove described, and extending into said paved parking area a distance of 19 feet northerly and easterly, as the case may be. This description is intended to describe a lane 19 feet in depth along the southerly and westerly perimeters of the premises hereinabove described.
(12) 
No person shall park, stop or stand a vehicle on the east side of Park Street in the Village of Canton, between Elm Street and the southern boundary of the Village of Canton. No person shall park, stop or stand a vehicle on the west side of Park Street in the Village of Canton, between the New York Central lines and the southern boundary of the Village of Canton.

(13) 
No person shall park, stop, or stand any vehicle on the west side of Court Street in the Village of Canton, measured from the point where the west side of Court Street intersects with the north side of Main Street, and continuing from said point in a northerly direction on the west side of Court Street a distance of 232 feet.

B. 
U-turn regulations. No so-called U-turns by any vehicle shall be permitted in any of the streets of the Village of Canton except at street intersections.

A. 
Except as otherwise expressly permitted by any provision of this Code, the parking or standing of any vehicle, in whole or in part, upon that portion of any street within the Village of Canton located between the street curb and the sidewalk is hereby prohibited.
B. 
Except as otherwise expressly permitted by any provision of this Code, no vehicle shall be parked or be allowed to be left standing, and no person shall park or allow to stand any vehicle, in whole or in part, upon that portion of any street within the Village of Canton located between the street curb and the sidewalk.
C. 
For the purposes of this section, the term "vehicle" shall include every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power.

A.

B. 
Except as otherwise expressly permitted by any provision of this Code, no vehicle shall be parked or be allowed to be left standing, and no person shall park or allow to stand any vehicle, in whole or in part, upon the front yard of any residential property within the Village of Canton.
C. 
For the purposes of this section, the term "vehicle" shall include every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power.

One space, measuring 22 feet in length, located on the easterly side of Court Street, commencing at a point a distance of 35 feet north of the intersection of the northerly curbline of Judson Street with the easterly curbline of Court Street and thence continuing along the easterly side of Court Street in a northerly direction a distance of 22 feet.

During school hours, and then only when directed by a police officer or crossing guard or traffic control device, all persons operating vehicles on Court Street approaching State Street extended, and on State Street approaching Court Street extended, and on State Street approaching Farmer Street extended, and on State Street approaching the crosswalk marked on State Street between the south exit of the Canton Central School circular driveway and the Frances S. Banford Parking Lot exit to State Street, shall come to a full stop at the crosswalks thereon, after which they shall proceed as directed.

Yield intersections. All persons operating vehicles on the streets herein listed under the designation "Street" shall, before crossing or turning into the street hereinafter designated as "At Intersection of," yield the right-of-way to any vehicle on the street designated as "At Intersection of," before proceeding on to said street in either direction.

No person, firm or corporation shall operate any truck, commercial vehicle, tractor or tractor/trailer combination with a maximum gross weight in excess of 10,000 pounds on State Street from the Village limits to the intersection with Riverside Drive, except when making deliveries or pickups of merchandise at a location on State Street.
All motor vehicles shall be equipped and must be operated in accordance with the provisions of the laws of the State of New York when using the public streets within the Village.
No person shall fail, neglect or refuse to comply with any lawful instructions, directions or regulations displayed upon a post, standard sign or device (excluding parking meters) installed or placed for the restriction or prohibition of the standing or parking of motor vehicles and for the regulation, direction or instruction of traffic in any public street or place.

A. 
It shall be the duty of police officers and parking enforcement persons of said Village, acting in accordance with instructions issued by the Chief of Police, to report:
(1) 
The state registration number of any vehicle parking in violation of a restriction or prohibition.
(2) 
The date and time during which such vehicle is parking in violation of the restriction or prohibition.
(3) 
Any other facts, a knowledge of which is necessary for a thorough understanding of the circumstances attending such violation.
B. 
Each such police officer and parking enforcement person shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this article and instructing such owner or operator to report to the Village Parking Violations Bureau in regard to such violation. Each such owner or operator may, within 10 days of the date when such notice was attached to such vehicle, pay to the Village Parking Violations Bureau as a penalty for and in full satisfaction of such violation, the sum of $5. If the payment is not made within the ten-day period, then the penalty shall increase to $10. The failure of such owner or operator to make such payment within 10 days of the date the notice of violation was attached to the vehicle shall render such owner or operator subject to the penalties hereinafter provided for violation of the provisions of this article.

C. 
Any police officer of the Village of Canton shall have the power to remove from the public streets and parking lots of the Village of Canton, New York, all motor vehicles parked in violation of the local laws prohibiting parking from 2:00 a.m. to 6:00 a.m. and prohibiting parking in an area designated for use of members of the Rescue Squad and Volunteer Fire Department by towing or otherwise, to storage places which shall be designated by the Board of Trustees in the Village. The procedure for the notification of the owner, storage and redemption on motor vehicles removed pursuant to this section shall be the procedure set forth in Article VI of this chapter.

Violation of this article shall constitute disorderly conduct, and each such violation shall be punishable by a fine of not more than $50, and in default of payment of such fine, the person convicted shall be imprisoned in the St. Lawrence County Jail for not more than 30 days, except that a violation of § 312-5A(2), (8), (9) and (11) and all subsections thereof shall be punishable by a fine in the amount of $15, and if said payment is not made within 10 days of the issuance of a citation for such violation, then such penalty shall increase to $20.

From and after the effective date of this section, regulations concerning the parking of vehicles within the Village of Canton, including prohibitions, limitations, penalties and other governance thereof, shall be determined by resolution of the Board of Trustees, which resolution(s) shall be maintained upon public file in the office of the Village Clerk.
