The Council shall adopt rules and regulations
from time to time to govern the use and operation of the Gold Room,
including the fees to be charged for said use.
The City Manager shall have the authority to
administer the Gold Room operations. The City Manager or his designee
must approve all Gold Room contracts.
No waiver of, or change to, the rules and regulations
adopted by the Council hereunder may be approved except by affirmative
vote of the Council.
The Council may, from time to time, designate
a person or persons to assist the City Manager in the administration
of the use and operation of the Gold Room. The person or persons so
designated shall be responsible to the City Manager.

The security fee for each police officer required
shall be set by the Council and amended from time to time by resolution.
For an event that begins at 10:00 p.m. or extends beyond 10:00 p.m.,
four off-duty police officers are required to provide security for
all cabarets. The City Manager has the discretion to increase or decrease
security for noncabaret events. A minimum of two off-duty police officers
are required at any other event at which security is needed. The police
officers eligible to provide security include: City of Glenarden police
officers, Prince George's County police officers, and other appropriate
officers, as designated by the City Manager.
A violation of any provision of this chapter
shall constitute a municipal infraction, which shall be subject to
a fine of $1,000. In addition, the City may take any other appropriate
legal measures to obtain abatement of the violation and/or reimbursement
of funds.
