It shall be unlawful for any person or persons to throw, cast, drop, place or deposit, or cause to be thrown, cast, dropped, placed or deposited, in or upon any of the streets, alleys, sidewalks or other public places within the Borough or in or upon any porch, stoop, piazza, step, doorknob or yard of any house or store along any of the streets, sidewalks or alleys within the Borough or in any parked automobile parked along any of the streets, sidewalks or alleys within the Borough, any posters, circulars, bills, handbills, papers or other advertising matter of any kind or description or any wastepaper, rubbish or discarded articles of any kind; provided, however, that nothing herein contained shall be held to apply to newspapers, advertisements, handbills or circulars subscribed to by an inmate of the house at which they are left or which are contained in any envelope addressed to any inmate of the house at which they are left.

Any person who shall be convicted of a violation of any of the provisions of this article before any District Justice shall be sentenced to pay a fine of not more than $600 and costs of prosecution and, in default thereof, to imprisonment in the county jail for a term not to exceed 30 days.

It is hereby unlawful for any person, individual, firm, corporation, association, partnership and/or other legal entity to post, secure, fasten and/or attach in any manner any printed, painted and/or written sign, poster, showbill, placard, circular and/or advertisement of any description whatsoever upon any pole (whether owned by a public utility company or not), tree and/or any stationary object abutting any public street, public thoroughfare and/or public way within the Borough of Eddystone. Permitted exceptions to the aforesaid prohibition shall be traffic control signs of any kind duly placed along any public street, public thoroughfare and/or public way by the Borough of Eddystone or the Commonwealth of Pennsylvania, judicial notices and/or public notices from any governmental body or agency.
