No person shall let to another for occupancy any dwelling or dwelling unit for the purpose of living, sleeping, cooking or eating therein which does not comply with the following requirements:
A. 
Kitchen sink. Every dwelling unit shall contain a kitchen sink in good working condition and properly connected to a potable water supply and to a sewer system in a manner to comply with the plumbing code[1] and the Code of the Village.

B. 
Flush water closet; lavatory basin. Every dwelling unit shall contain, within a room which affords privacy, a flush water closet and a lavatory basin in good working condition and properly connected to a potable water supply and to a sewer system in a manner which complies with the plumbing code and the Code of the Village.
C. 
Bathtub; shower. Every dwelling unit shall contain, within a room which affords privacy, a bathtub or shower in good working condition and properly connected to a potable water supply and to a sewer system in a manner to comply with the plumbing code and the ordinances of the Village.
D. 
Hot and cold water lines. Every kitchen sink, lavatory basin and bathtub or shower required under the provisions of this section shall be properly connected with both operable hot and cold water lines.
E. 
Rubbish and garbage storage facilities. Every dwelling unit shall have adequate rubbish and garbage storage facilities of a kind sufficient to meet the requirements of the Department of Public Works for garbage and rubbish collection and disposal.
F. 
Garbage disposal facilities. Every dwelling unit shall have adequate garbage disposal facilities or garbage storage containers, the type and location of which are approved by the enforcement officer.
G. 
Water heating facilities. Every dwelling shall have water heating facilities which are properly installed, are maintained in safe and good working condition, are properly connected with the hot water lines required under the provisions of Subsection C and are capable of heating water to such a temperature as to permit an adequate amount of water to be drawn at every required kitchen sink, lavatory basin, bathtub or shower at a temperature of not less than 120º F.
H. 
Means of egress. Every dwelling unit shall have safe, unobstructed means of egress leading to safe and open space at ground level, as required by the laws of this state and Village.
