A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
LEFT SIDE TO CURB
Except where angle parking is authorized, a vehicle stopped, standing or parked partially on a roadway shall be so stopped, standing or parked parallel to the curb or edge of roadway. On a one-way roadway such vehicle shall be facing in the direction of authorized traffic movement; on a two-way roadway, such vehicle shall be facing in the direction of authorized traffic movement on that portion of the roadway on which the vehicle rests.
NO PARKING
No person shall park a vehicle, whether occupied or not, but may stop or stand temporarily for the purpose of and while actively engaged in loading or unloading merchandise or passengers.

NO STANDING
No person shall stand or park a vehicle, whether occupied or not, except for the purpose of actually and expeditiously unloading or loading passengers.

NO STOPPING
No person shall stop, stand, or park a vehicle, whether occupied or not, except when necessary during a true emergency or in compliance with the directions of a police officer or traffic control sign or signal.

OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
OUT OF SPACE
All vehicles parked on public highways, municipal parking lots, shopping plazas and shopping malls shall be parked within a single designated parking space. If a vehicle is too large to fit into a single designated parking space, it shall be parked to take up as few parking spaces as possible.

TAXICAB STAND
Includes any place alongside the curb of a street or elsewhere which is exclusively reserved by either the Director of Security of the County of Broome or an officer designed by him to perform the duties and carry out the responsibilities assigned to the Director of Security hereunder, and/or by the codes and rules of the Village of Johnson City for the use of taxicabs and specifically designated therefor.

The Chief of Police, or his or her designee, shall install and maintain traffic control devices when and as required under the provisions of this chapter to make effective the provisions of this chapter and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VII of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
Regulations shall be adopted by the Board of Trustees in accordance with provisions of the Village Law and the Vehicle and Traffic Law or by an officer or agency authorized by the Board of Trustees to adopt regulations pursuant to § 1603 of the Vehicle and Traffic Law.
C. 
Pursuant to § 1640 of the New York State Vehicle and Traffic Law, the Board of Trustees may adopt traffic regulations by resolutions, subject to limitations regarding state highways imposed by § 1684 of the New York State Vehicle and Traffic Law.
