There is hereby created in the Borough of Monaca the position of Neighborhood Services Officer, who shall be appointed by Council and shall serve in such capacity under terms and conditions which the Council determines, from time to time, to be reasonable and in the best interests of the Borough of Monaca.
A. 
At the election of Council, the person appointed may serve as an employee of the Borough or as an independent contractor and at wage or salary or for an amount, as the case may be, that Council determines to be reasonable and in the best interests of the Borough.
B. 
At Council's election, the position may be designated as either full-time or part-time.
A. 
The Neighborhood Services Officer shall carry out all the duties and perform all functions required of the Animal Control Officer, Code Enforcement Officer and Property Maintenance Code Officer, and shall have the authority to act on behalf of the Borough of Monaca, when lawfully carrying out those duties and performing those functions, as set forth in any statute or regulation or any ordinance of the Borough of Monaca, relating to those positions.
B. 
The Neighborhood Services Officer shall carry out all the duties and perform all the functions required of the Rental Inspection Officer, and shall have the authority to act on behalf of the Borough of Monaca when lawfully carrying out those duties and performing those functions, but only when the appointed Rental Inspection Officer is unable to carry out the duties and perform those functions required of that position by any statute or regulation, or any ordinance of the Borough of Monaca.
C. 
Whenever any statute, regulation or provision of any ordinance refers to Animal Control Officer, Code Enforcement Officer and Property Maintenance Code Officer, the same shall mean Neighborhood Services Officer.
D. 
The title "Rental Inspection Officer" shall remain intact; however, as provided hereinbefore, the Neighborhood Services Officer shall be and is authorized to act in his or her stead.
The Neighborhood Services Officer shall report to the Borough Manager and Council as directed from time to time by Council.
A. 
The Neighborhood Services Officer shall confer from time to time and coordinate work efforts with the members of the Neighborhood Services Department.
B. 
There is hereby created in the Borough of Monaca the Neighborhood Services Department, the membership of which shall consist of the Borough Manager, Neighborhood Services Officer, Fire Marshall, Rental Inspection Officer, Monaca Police Department Abandoned Vehicle Officer, Building Inspector, Health Officer and Zoning Officer. Said Department shall coordinate efforts with the goal of improving the quality of life and economic vitality of the community by investigating and responding to concerns and complaints relating to violations of or noncompliance with the various codes of the Borough of Monaca.
