These rules, regulations and ordinances shall be known as "City of Poughkeepsie Environmental Facilities Sewer Ordinance No. 1."

(a) 
These rules, regulations and ordinances set forth uniform requirements for users of the publicly owned treatment works for the City of Poughkeepsie and enable the City to comply with all applicable state and federal laws, including the Clean Water Act (33 United States Code § 1251 et seq.) and the General Pretreatment Regulations (Title 40 of the Code of Federal Regulations, Part 403). The purpose and policies of these rules, regulations and ordinances are specifically stated as follows:
(1) 
To prohibit excessive volumes and/or inordinate rates of flow of sewage and wastes into the City trunk sewer system and all public sewers tributary thereto.
(2) 
To prohibit the contribution of sewage, industrial wastes or other wastes of a flammable nature or which create in any way a poisonous or hazardous environment for sewerage maintenance and operation personnel.
(3) 
To prohibit the contribution of sewage, industrial wastes or other wastes which may cause maintenance difficulties in the trunk sewers, force mains, pumping stations, sewage regulators and other structures and appurtenances to the City system and public sewers tributary thereof.
(4) 
To prohibit the contribution of sewage, industrial wastes or other wastes which may create operating difficulties at the publicly owned treatment works as it now exists or may be constructed, modified or improved in the future.
(5) 
To prohibit and/or to regulate the contribution of sewage, industrial wastes or other wastes requiring treatment at the publicly owned treatment works, greater than is required for equal volumes of normal sewage.
(6) 
To require the treatment, before introduction into the City trunk sewer system and public sewers tributary thereto, of such wastes as may otherwise impair the strength and/or durability of the structures appurtenant to the system, by direct or indirect chemical action, or interfere with the normal treatment processes.
(7) 
To set forth uniform requirements for direct and indirect contribution/discharge into the publicly owned treatment works.
(8) 
To prevent the introduction of any pollutants into the publicly owned treatment works which will interfere with its operation, including interference with the use or disposal of sludge [40 CFR 403.2(a)].
(9) 
To prevent the introduction of any pollutants into the publicly owned treatment works which will pass through the treatment works inadequately treated into receiving waters, or otherwise be incompatible with such works.
(10) 
To improve opportunities to recycle and reclaim municipal and industrial wastewaters and sludges.
(11) 
To provide for cooperation with the Town of Poughkeepsie and the Dutchess County Department of Health and any other agencies which have requirements or jurisdiction for the protection of the physical, chemical and bacteriological quality of watercourses within or bounding the City.
(12) 
To protect the public health and to prevent nuisance.
(13) 
To enable the publicly owned treatment works for the City to comply with its national pollutant discharge elimination system permit conditions, sludge use and disposal requirements, and any other federal or state laws to which the publicly owned treatment works is subject.
(14) 
To protect publicly owned treatment works personnel who may be affected by wastewater and sludge in the course of their employment and the general public.
(b) 
These rules, regulations and ordinances shall apply to all users of the publicly owned treatment works for the City of Poughkeepsie. The ordinance authorizes the issuance of wastewater contribution/discharge permits; provides for monitoring, compliance and enforcement activities; establishes administrative review procedures; and requires user reporting.
