(a) This article shall apply to each full-time, permanent employee of the City of Poughkeepsie whose title is not represented by one of the recognized and certified employee unions of the City of Poughkeepsie, except that department heads are not subject to this article, except as expressly provided in Section
7-100(f) of this chapter.
(b) The purpose of this article is to create a mechanism to permit the
City's administration to set a compensation and benefit program for
management and confidential status employees that can be adjusted
periodically as collective bargaining agreements for other bargaining
units of the City are negotiated over time. It is the policy of the
City of Poughkeepsie that compensation and benefits of middle management
employees and confidential status employees should not be permitted
to fall out of balance with contracts negotiated by other bargaining
units of the City.
(c) City Administrator and Commissioner of Finance shall review the compensation
and benefits package for management and confidential employees when
the CSEA bargaining unit and Common Council approve a new collective
bargaining agreement for the CSEA bargaining unit and shall make a
recommendation to the Mayor to amend the compensation and benefits
of management and confidential employees.
(d) From time to time, the Mayor may increase, reduce or otherwise modify
such compensation and benefits by executive order after presenting
such modifications to the Common Council for approval of the funding
of such amendments when appropriation of funds is necessary.
(e) The specific subjects that management shall provide for employees
may include the following:

Vacation leave and accumulation.

Medical leave accumulation.
(f) Compensation for department heads may be amended from time to time
by executive order of the Mayor, subject to appropriation by the Common
Council of necessary funding.
(g) Upon the approval by the Common Council of any collective bargaining
agreement that contains any reductions of wages or benefits, the Mayor
may make reductions or other adjustments, permanent or temporary,
of the kind accepted by such other approved collective bargaining
agreements without approval by the Common Council.
