There is established a Traffic Commission which shall consist of ten (10) members, seven (7) of whom shall be citizens of the City not otherwise connected with the City Government, one (1) of whom shall be a member of the Police Department, one (1) of whom shall be from the personnel of the Department of Public Works and Parks, and one (1) of whom shall be a member of the City Council.

A. 
The Traffic Commission shall act in an advisory capacity to the Council. It shall make a continuous study of the traffic problems and conditions of the City in general, and among other things shall have the following powers and duties, but this enumeration shall not be deemed to be exclusive:
1. 
Advise the Council and the City Manager from time to time with reference to traffic and parking problems on the streets of the City;
2. 
Carry on educational activities in traffic matters;
3. 
Receive and investigate complaints having to do with traffic matters;
4. 
Recommend to the Council and the City Manager ways and means of improving traffic conditions and the administration and enforcement of traffic regulations;
5. 
Initiate a long-range master traffic improvement plan;
6. 
Perform such other duties with reference to traffic and parking and related problems not inconsistent with the Charter, as the Council may request.

On the first (1st) day of the month following the adoption of the ordinance codified in this Chapter, the Council shall appoint seven (7) members of the Traffic Commission. Of those first (1st) appointed, one (1) shall be appointed for a term of one (1) year, three (3) for a term of two (2) years, and three (3) for a term of three (3) years each. Thereafter, all appointments shall be for terms of three (3) years. Vacancies on the Commission shall be filled by the Council by appointment for the unexpired term. Such members shall be residents of the City and shall hold no other office in the City Government. At the same time, on recommendation of the City Manager, the Council shall appoint as members of the Commission one (1) from the Police Department of the City and one (1) from the personnel of the Public Works and Parks Department, who shall remain members of the Commission unless removed by the City Manager, with the consent of the Council, both of whom shall be non-voting members. The Council shall also appoint one (1) of its own members as a non-voting member of such Commission. Such member shall hold office at the pleasure of the Council. One (1) of the citizen members shall be appointed Chairperson of the Commission by the Council for the first (1st) year, and thereafter the Commission shall elect one (1) of its members Chairperson and one (1) shall be elected Secretary. The Commission shall establish its own rules of procedure.

The Traffic Commission shall report to the Council at such times and as often as the Council may request or the Commission may deem necessary, but shall make at least one (1) report annually.
