A. 
Creation, Composition, Qualification In Terms Of Office. There is hereby created a Park Board for the City of Smithville, Missouri. The Park Board shall have five (5) members, which shall consist of one (1) member of the Board of Aldermen and four (4) citizen members. Members shall have been residents of the City of Smithville for at least one (1) year immediately prior to their appointment and shall hold office for a period of three (3) years (staggered) or until their successors are duly appointed.
B. 
Appointment, Compensation, Organization And Vacancies.
1. 
All appointments to the Park Board shall be made by the Mayor and approved by the Board of Aldermen as required by State law. Each member shall serve until his/her successor is duly appointed and qualified and shall receive no compensation. Within fifteen (15) days after appointment of members, there shall be an organizational meeting of the Park Board at which time the members shall elect from among their number a President and such other officers as may be necessary to serve for the ensuing year and until the election and qualification of their respective successors. Vacancies shall be filled in the same manner as regular appointments and any person so appointed shall serve the remainder of the unexpired term.

Board members may be subject to removal as allowed by State Statute. Members' removal from the Board may be considered for the following:
a. 
Resignation in written form.
b. 
For gross misconduct or neglect of duty.
c. 
Missing three (3) consecutive meetings or any six (6) meetings within a twelve (12) month period.
C. 
Duties Of The Park Board. The Park Board shall make and adopt such bylaws, rules and regulations for their guidance and for the governance of the parks as may be expedient, not inconsistent with Sections 67.750 — 67.780, RSMo., and subject to the approval of the Smithville Board of Aldermen. A copy of such bylaws, rules and regulations shall be maintained for public inspection on file at Smithville City Hall.
