All sidewalks ordered repaired, constructed or reconstructed
within the City limits, regardless of estimated or actual cost, shall
be repaired, constructed or reconstructed directly by the City, without
submitting the same for bids.
All sidewalks within the City limits shall be kept in repair
by the City, and the expense thereof shall be apportioned between
the City and abutting landowners.

It shall be unlawful to erect a tent on a street or alley within
the City of Arcadia unless a tent placement permit has first been
obtained.
Not more than 10 days after approval of the permit application
and at least five days before the tent will be erected, the applicant
shall notify all owners of property abutting the street on which the
tent will be erected and within 300 feet of either side of the property
on which the tent will be erected. Such property owners shall be notified
of the date or dates during which and the location at which the tent
will be erected. Such notice may be oral or in writing. If in writing,
such notice shall be delivered either personally to the owner of the
property or by certified mail to the mailing address of the owner
of the property.
If the permit holder, after receiving oral or written notice
from the City of Arcadia, fails to immediately remove the tent, then
the City may do so and charge the cost of such removal to the permit
holder.
Any person who violates any of the terms or conditions of the
permit application, permit or any provision of this article shall,
upon conviction for each such violation, be subject to a forfeiture
of not less than $50 nor more than $500, plus costs of prosecution.
Each day during which a violation exists shall be deemed and constitute
a separate violation.
