The City Assessor shall be appointed on the basis of merit, with due regard to education, training, experience and general fitness for the office, by the Mayor subject to confirmation by the Common Council of the City of Arcadia. The appointed City Assessor shall be properly certified under § 73.09, Wis. Stats., prior to appointment.
Such person so selected to perform the duties of the office of City Assessor shall hold office for an indefinite term, subject to removal as provided in § 17.12(1)(c) and (d), Wis. Stats.
The City Assessor shall have the following duties and powers:
A. 
Carry out the duties and responsibilities of an Assessor enumerated in the Wisconsin Statutes, Wisconsin Administrative Code, directives from the Wisconsin Department of Revenue, and City ordinances and resolutions.
B. 
Carry out the directives of the Common Council, the Mayor and the Administrator.
C. 
Advise the City on assessment issues, and shall keep the City informed regarding current legislation and administrative rules affecting the City's assessment.
D. 
Attend all meetings of the Board of Review, and he shall attend meetings of the Common Council or committees thereof when requested by the Mayor or committee chairman.
A. 
Section 70.47(7)(af), Wis. Stats., is hereby adopted by reference.
B. 
A person may make disclosure of such information under any of the following circumstances:
(1) 
The City Assessor has access to such information in the performance of his duties.
(2) 
To the Board of Review so that it may review such information when needed, in its opinion, to decide upon a contested assessment.
(3) 
Another person or body has the right to review such information due to the duties of their office or as required by law.
(4) 
The person is complying with a court order.
(5) 
The person providing the income and expense information has contested the assessment level at either the Board of Review or by filing a claim for excessive assessment under § 74.37, Wis. Stats., in which case the base records are open and public.
The salary and other benefits payable to the City Assessor shall be established by the Common Council of the City of Arcadia.
A. 
This ordinance shall be deemed to be an amendment of the charter of the City of Arcadia relating to the selection of offices of the City Assessor, and § 62.09(1)(a), Wis. Stats., being a part of the general charter law of the City of Arcadia, shall not apply to the selection of such official insofar as said section is in any way conflicting with this ordinance.
B. 
All other ordinances or parts of ordinances in conflict herewith are hereby repealed.
C. 
This is a charter ordinance and shall take effect 60 days after its passage and publication unless within such sixty-day period a referendum petition as provided by § 66.0101, Wis. Stats., shall be filed, in which event this ordinance shall not take effect until it shall have been submitted to a referendum vote of the electors and approved by a majority vote of the electors voting thereon.
D. 
The City Clerk is directed to publish this ordinance as a Class 1 notice in the City's official newspaper.
