The Water Department reserves the right in all
cases to stipulate the size, type and locations of service and metering
to be used.
The Department shall not be required to install
any service lines or service connections between November 15 and April
15 except by special arrangement, in which case the customer shall
pay for any excess over normal costs.
The Department shall not be compelled to proceed
with the installation of service lines and service connections under
the provisions of this Article, when circumstances beyond the control
of the Department prohibit such construction. Such circumstances include
but shall not be limited to delays in delivery of materials, weather
conditions, strikes and acts of God.
The installation of all service piping from
the water main to and including the curb stop and curb box shall be
made by the Department at the expense of the owner of the premises
served. Charges for services and meters are payable in advance and
at rates established from time to time by the Department.
All water services shall be constructed at right
angles to the main for their entire length into the premises.

A. For services of 3/4 inch through two inches in diameter: Type K,
soft copper, or P.E. 3408-SDR 9 water tubing and fittings, including
Municipex, as approved by the American Water Works Association shall
be used.
B. For services over two inches in diameter, a minimum of four-inch
ductile iron pipe shall be used and installed per specifications of
the American Water Works Association. The connection at the main shall
be installed by the Department at the owner's expense.

A. Service pipes will be required to be laid at a depth of not less
than five feet or more than six feet below finished grade for their
entire length, and not permitted to be laid within five feet of a
sewer, gas, steam, electrical or other conduit for any part of the
distance from the main to the building.
B. Service pipes shall be installed in one piece from the curb box to
inside the building with no splices, fittings, soldering, brazing,
or other modifications of a similar nature.
The Department at its expense will maintain
the service pipe and service connection from the main to and including
the curb shutoff; exception: fire protection service.
The Department reserves the right to meter any
service and apply the established metered rates.
All meters and meter connections shall at all
times be the sole property of the Village of Johnson City and shall
not be interfered with in any respect.
An individual meter shall be required for each
premises and for each separate water service connection to a premises.

When a meter is found to be defective, it shall immediately
be replaced.

Every water meter shall be provided with a shutoff valve on
each side. All meters two inches or larger in diameter shall be fitted
with suitable metered bypass and furnished with a valve under the
control and seal of the Department and installed per its approval.
All meters shall be sealed by the Department
at the time of installation, and no seal shall be altered or broken
except by one of its authorized employees or agents.
All meters will be maintained by and at the
expense of the Water Department so far as ordinary wear and tear is
concerned, but the customer will be held responsible for damage due
to freezing, hot water or other external causes. In case of damage,
the Department will repair the meter, if necessary replacing it with
another meter, and the costs shall be paid by the customer. The Department
recommends that the customer install at his or her expense suitable
equipment properly located to prevent backflow of hot water which
may cause damage to the meter or other damage to the customer's plumbing.
Permanent changes in the size of meters on existing
services will be made at the request of the customer if reasonable
or at the discretion of the Department if of sufficient capacity.
Such costs shall be charged the customer on the basis of difference
in cost of meters changed and time and material involved.
Meters or services relocated for the convenience
of the customer will be relocated at the customer's expense.
