In accordance with the provisions of Chapter 124, § 8-5, of the Connecticut General Statutes, Revision of 1958, as amended, the Zoning Board of Appeals shall consist of five regular members and three alternate members, who shall be electors and shall not be members of the Planning and Zoning Commission. They shall be elected in accordance with the provisions of Chapter 133, Zoning Board of Appeals, of the Town Code.
In accordance with the provisions of said Chapter 124, the Zoning Board of Appeals shall elect a Chairman from among its members and all meetings of the Board shall be held at the call of the Chairman and at such other times as the Board may determine and shall be open to the public. If a regular member is absent, an alternate member shall be designated to act in his place as provided in § 8-5 of the Connecticut General Statutes, Revision of 1958, as amended. The Zoning Board of Appeals shall have the following powers and duties:
A. 
To hear and decide appeals where it is alleged that there is an error in any order, requirement or decision made by the agent of the Planning and Zoning Commission or any other official charged with the enforcement of these regulations.
B. 
To determine and vary the application of these regulations in harmony with their general purpose and intent and with due consideration for conserving the public health, safety, convenience, welfare and property values solely with respect to a parcel of land where owing to conditions especially affecting such parcel but not affecting generally the district in which it is situated a literal enforcement of such regulations would result in exceptional difficulty or unusual hardship, so that substantial justice will be done and the public safety and welfare secured.
C. 
To perform any other duties which may be assigned to the Zoning Board of Appeals by the Connecticut General Statutes.
