There is hereby created the office of Village Manager, an administrative office of the Village. The Village Manager shall be appointed by the President and Board of Trustees voting jointly, and may be removed by the majority vote of the President and Board of Trustees.

During the absence or disability of the Village Manager, the President and Board of Trustees may designate some properly qualified person to perform the duties of the office of Village Manager.

The salary of the Village Manager shall be fixed by the President and Board of Trustees.

The Village Manager shall be the chief administrative officer of the Village, and shall be responsible to the President and Board of Trustees for the management and operation of the different departments heretofore created by ordinance and the general office of the Village; and he shall have supervision over such other administrative departments and officers as may be hereafter created, unless the management and control of such departments and officers is expressly delegated elsewhere.

The Village Manager shall have the power to appoint and remove from office all administrative officers and employees whose appointment is not otherwise provided for, and to fix the salaries and wages of all such officers and employees, except as otherwise provided by ordinance. Upon removing any such officer, the Village Manager shall submit to the President and Board of Trustees at the next meeting following such removal a statement showing that such removal has been made, with the reasons therefor.

The Village Manager shall have power to issue on behalf of the President and Board of Trustees all permits not otherwise provided for by the statutes of the state, provisions of this Code or ordinances of the Village.

The Village Manager shall act as the business manager for the Village, under the direction of the President and Board of Trustees, and in cooperation with the Finance Director, the collector, the clerk, the attorney and the engineer. The Village Manager shall have supervision over the accounting work of the Village, and the receipt and disbursement of all Village money which is not handled by elective officers.

The Village Manager or the Finance Director or department heads are authorized to make expenditures pursuant to the purchasing procedures set forth in Section 2-110 of this chapter. All expenditures and payments shall be subject to the approval of the President and Board of Trustees and to the limitations imposed by the adoption of a budget or special appropriation. When making any purchases, the Village Manager and the Finance Director and department heads are required to exercise the judgment and care which persons of prudence, discretion and intelligence exercise in the management of their own affairs.

The Village Manager shall prepare and present to the President and Board of Trustees at the end of each fiscal year a budget estimate of general fund income and expenditures for the ensuing year, for the consideration of the President and Board of Trustees.

The Village Manager shall be directly responsible to the President and Board of Trustees for the faithful and satisfactory performance of his duties. He shall attend such meetings of the President and Board of Trustees or committees thereof as the President and Board of Trustees shall direct, and give such additional reports and information to the President and Board of Trustees as may be required.
