Every person riding a bicycle upon a roadway has all the rights and is subject to all the duties applicable to the driver of a vehicle, except those provisions which by their very nature have no application.
A bicycle is a device upon which any person may ride, propelled by human power and having either two or three wheels.

Bicycles shall be equipped with the following:
(a) 
A brake which will make a braked rear wheel skid on dry, level, clean pavement.
(b) 
Handle bars not to be raised with grips above shoulders.
(c) 
Pedals not to be more than 12 inches above ground in its lowermost position.

Every person operating a bicycle upon a roadway shall be subject to the provisions of the state laws and to the provisions of this chapter and other traffic ordinances of the Village applicable to the driver of a vehicle except as to those provisions of state law and ordinances which by their nature can have no application.
Any person operating a bicycle shall obey the instructions of official traffic signals, signs and other control devices applicable to vehicles unless otherwise directed by a police officer.
Whenever authorized signs are erected indicating that no right or left or "U" turn is permitted, no person operating a bicycle shall disobey the direction of any such sign, except where such person dismounts from the bicycle to make any such turn, in which event such person shall then obey the regulations applicable to pedestrians.

No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing, or in such manner or fashion as to endanger or interfere with the safety of pedestrians, motorists or the operator of the bicycle.

A person operating a bicycle shall not ride other than upon or astride the permanent and regular seat attached thereto, nor carry any other persons upon such bicycle other than upon a firmly attached and regular seat thereon, nor shall any person ride upon a bicycle other than as above authorized.
No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped.

Every person operating a bicycle upon a roadway shall ride as near to the right-hand side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.

Persons riding or operating bicycles in the Village shall not ride more than two abreast, except on paths or parts of a roadway set aside for the exclusive use of bicycles; provided, that persons riding bicycles on the sidewalk shall do so in single file.

The operator of a bicycle emerging from an alley, driveway or building, shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on such sidewalk or sidewalk area and upon entering the roadway shall yield the right-of-way to all vehicles approaching on such roadway.

No person riding or operating a bicycle in the Village shall cling or attach himself or his bicycle to any other moving vehicle or public or private conveyance or person in any other vehicle.
No person riding bicycle, coaster, roller skates, sled or toy vehicle shall attach same or himself to any vehicle.
No persons riding or operating a bicycle in the Village shall tow any other vehicle or person; except, that bicycle trailers used for delivery of newspapers, magazines or merchandise may be towed when being used in such delivery service.

No person operating a bicycle shall carry any package, bundle or article which prevents the rider from keeping both hands upon the handle bars.

No person shall park any bicycle against windows or on the main traveled portion of the sidewalk, nor in such manner as to constitute a hazard to pedestrians, traffic or property. If there are no bicycle racks or other facilities intended to be used for parking of bicycles in the vicinity, bicycles may be parked on the sidewalk in an upright position parallel to and within 24 inches of the curb.

No person shall ride a bicycle upon a sidewalk within a business district.
Whenever a person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.

No person shall ride or operate a bicycle upon any playground, park or schoolground where children are playing, without permission of the person having supervision thereof.

The operator of any bicycle involved in an accident shall take reasonable steps to ascertain whether or not anyone was injured, and he shall give his name, address and the license number of his bicycle to the person with whom he was in collision; and he shall obtain the same information from the other person. It shall be the duty of the bicycle operator to make a written report of any accident resulting in death or injury, to the police department within 24 hours of such accident.

Every bicycle when in use at nighttime shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear which shall be visible from all distances of 200 feet to the rear when directly in front of lawful upper beams of head lamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector.

No person shall operate a bicycle unless it is equipped with a bell or other device capable of giving a signal audible for a distance of at least 100 feet, except that a bicycle shall not be equipped with nor shall any person use upon a bicycle any siren or whistle.

Every bicycle shall be equipped with a brake which will enable the operator to make the braked wheel skid on a dry, level, clean pavement.

No person riding or operating a bicycle upon a public highway, street or alley shall participate in any race, speed or endurance contest unless such race or endurance contest has the written permission of the Chief of Police, and is under the supervision of the Chief of Police.

No person riding or operating a bicycle shall perform or attempt to perform any acrobatics, fancy or stunt riding upon any public highway, street or alley in the Village.

The following route is hereby designated as a bicycle route through the Village to be designated as such by appropriate signs along the route: commencing at 75th Avenue and Wrightwood Avenue, thence north on 75th Avenue to George Street, west on George Street to 78th Avenue, north on 78th Avenue to Barry Avenue, west on Barry Avenue to 80th Avenue, south on 80th Avenue to Oakleaf Avenue, southeast on Oakleaf Avenue to Schubert Avenue; east on Schubert Avenue to 75th Court, south on 75th Court to Wrightwood Avenue, east on Wrightwood Avenue to 75th Avenue, south on 75th Avenue to Fullerton Avenue, west on Fullerton Avenue to 75th Court, south on 75th Court to Cortland Street, west on Cortland Street to 78th Avenue (an optional connection to Evans Field will exist from 77th Court, thence south to Bloomingdale Avenue, west on Bloomingdale Avenue to Evans Field), north on 78th Avenue to Altgeld Street, east on Altgeld Street to 76th Court, south to 76th Court, to Fullerton Avenue, east on Fullerton Avenue to 75th Avenue, north on 75th Avenue to the point of beginning.

No person shall operate or use a bicycle propelled wholly or in part by muscular power upon any streets or public highways or alleys of the Village without first obtaining from the Chief of Police a license therefor.

(a) 
The Chief of Police is hereby authorized and directed to issue bicycle licenses upon written application therefor. Such licenses shall be dated January 1 of the year issued and shall be effective for the entire year, plus the calendar year following the year of issuance.
(b) 
The Chief of Police is hereby authorized and directed to stamp or imprint an Elmwood Park identification number on the bicycle frame.

The Village shall provide appropriate licenses for each license period. The licenses shall be numbered serially and shall indicate the license period for which they are issued. The license shall be attached to the frame of the licensed bicycle. The license shall remain attached during the license period. The Chief of Police shall keep a record of the date of issuance of each license, the person to whom issued, the number thereof, and the frame number and name of manufacturer, if any, of such bicycle.

Persons engaged in the business of buying secondhand bicycles in the Village are required to make a monthly report to the Chief of Police specifying:
(a) 
The name and address of the person from whom each bicycle was purchased.
(b) 
The description of each bicycle purchased.
(c) 
The frame number thereof.
(d) 
The number of the license found thereon, if any.

All persons engaged in the business of selling new or secondhand bicycles in the Village are required to make a monthly report to the Chief of Police giving a list of all sales made by such dealers, which list shall include:
(a) 
The name and address of each person to whom a bicycle was sold.
(b) 
The kind of bicycle sold.
(c) 
The description and frame number thereof.
(d) 
The number of the license attached thereto, if any.

It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer to the Chief of Police, together with the name and address of the person to whom the bicycle was sold or transferred. The report shall be made within five days of the date of sale or transfer. It shall be the duty of the purchaser or transferee of the bicycle to apply for a transfer of registration therefor, within five days of sale or transfer.

No person shall wilfully or maliciously remove or destroy serial numbers on bicycles licensed pursuant to this article.

No person shall remove, destroy, mutilate or alter any license during the license period.

License fees shall be paid as follows:
(a) 
$1 for issuance of the original license;
(b) 
$1 for each renewal thereof;
(c) 
$0.50 for the issuance of a duplicate license to replace a license which has been destroyed, obliterated or removed from the bicycle.

It shall be unlawful for any person to do any act forbidden or fail to perform any act required in this article.
The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this article.
