AUTOMATIC AMUSEMENT MACHINE
Any mechanical or video machines, fortune-telling machines, palm reading machines, and machines or devices for games of skill and science which returns to the player thereof no money or property or no right to receive money or property or other thing of value and which is governed or controlled by the insertion of a coin, token, slug, currency or similar object.
SIMULATED VIDEO OR MECHANICAL GAMING DEVICES
Any video poker machine, video or mechanical slot machine (excluding inoperable antique slot machines, as defined by Section 28-1(b)(7) of the Illinois Criminal Code[1]), video or mechanical bingo machine, or other device which involves any game of chance or amusement based upon poker, blackjack, dog racing, or horseracing, craps, any card or dice game, or any similar device operated by means of the insertion of a coin, token, slug, currency, or similar object.

It shall be unlawful for any person, firm or corporation to keep, locate, maintain or operate any simulated video or mechanical gaming device within the Village, except as provided in Chapter 57, "Video Gaming," of this Code.

An annual license fee as provided in Section 29-11 of this Code is imposed upon each automatic amusement machine used or maintained within the Village for gain or profit to the licensee from operation of the machine. Not more than three licenses shall be issued for any one premises.
Upon the payment of the license fee as herein provided, and upon approval by the President and Board of Trustees, the Village Clerk shall issue an automatic amusement machine license in the name of the owner, as licensee, authorizing the use of the automatic amusement machine for the license period ending on April 30 following the date of issuance.

It shall be unlawful for any person to deliver any automatic amusement machine requiring a license to any person, firm or corporation within the Village unless the license fee thereon has been paid for the current year.
It shall be unlawful for any person, firm or corporation to install, keep, maintain or use, or permit the installation, keeping, maintenance or use upon his premises of any automatic amusement machine upon which such license fee, as aforesaid, has not been paid, and for which a license has not been issued for the current year.

An application for the license required by this section shall be made in conformity with the general requirements of Chapter 29 of this Code relating to application for licenses, except for licenses for video gaming terminals or licensed video gaming locations, which shall be in conformity with the general requirements of Chapter 57, "Video Gaming," of this Code. In addition, the applicant shall set forth a description of the automatic amusement machine for which the license is sought, which description shall contain the manufacturer's name, the make and the factory number thereof. No license shall be issued for any simulated video or mechanical gaming device, except as provided in Chapter 57, "Video Gaming," of this Code.

Upon the payment of the operator's license, and the annual license fee imposed upon each automatic amusement machine as provided for in this article, the Village Clerk shall deliver with each license a sticker license emblem which shall bear the words "Automatic Amusement Machine" and "Village Of Elmwood Park" and the numerals designating the year for which such license is issued, a reproduction of the corporation seal of the Village, the names of the Village President and Village Clerk, and a number identical with the number of such license. The Village Clerk shall change annually the predominant background color of such license emblem.

It shall be the duty of the licensee to affix the sticker license emblem issued by the Village Clerk in a conspicuous place on the licensed automatic amusement machine, and it shall be unlawful for any person to mutilate or remove such emblem from said machine during the year for which it is licensed.
