Section 1. 
Legislative intent.
This Legislature hereby finds and determines that recent incidents at the Cohalan Court complex, including 16 incidents of vandalism and damage to vehicles, four stolen vehicles, three assaults, one armed robbery, verbal abuse and threats made to Judges, raise concerns regarding the safety of personnel at the Court complex who often have to park at a great distance from their offices and then traverse dangerous parking lots late at night to return to their vehicles.
Therefore, the purpose of this law is to promote the public safety and general welfare by reinstating reserved parking for Court personnel at Court facilities within the County of Suffolk.
Section 5. 
Applicability.
This law shall apply to parking occurring on or after the effective date of this law.
Section 1. 
Legislative intent.
This Legislature hereby finds and determines that New York State enacted Chapter 65 of the Laws of New York 1996, which increases the minimum and maximum fines allowed for violations of the New York State Vehicle and Traffic Law § 1203-c.
This Legislature further finds that adoption of such local law will increase the supplemental fine associated with a violation of this section of the Vehicle and Traffic Law.
Therefore, the purpose of this local law is to reflect the recent changes in the New York State law, to permit the levying of additional fines in order to dissuade the illegal use of handicap parking spaces and preserve the rights of handicapped individuals within Suffolk County.
Section 1. 
Legislative intent.
This Legislature hereby finds and determines that New York State enacted Chapter 65 of the Laws of New York 1996, which amended § 1203-e of the Vehicle and Traffic Law establishing minimum and maximum fines allowed for violations of the of the New York State Vehicle and Traffic Law § 1203-e and empowering local or municipal governments to establish, within limit, fines higher than those established in § 1203-e.
This Legislature further finds that adoption of such local law will increase the fine associated with a violation of this section of the Vehicle and Traffic Law.
Therefore, the purpose of this local law is to reflect the recent changes in the New York State law, to permit the levying of substantially greater fines in order to dissuade the dumping of snow in spaces designated as handicapped parking spaces and preserve the rights of handicapped individuals within Suffolk County.
Section 1. 
Legislative intent.
This Legislature hereby finds and determines that the New York State penalty for parking illegally in handicapped parking spaces, currently $50 to $75 for a first offense, and $75 to $150 for subsequent violations, is not enough of a deterrent to prevent drivers from parking in handicapped parking spaces.
This Legislature also finds and determines that the supplemental county fines of $50 for a first offense and $50 for subsequent offenses are not enough of an additional penalty to prevent drivers from parking in handicapped parking spaces.
This Legislature further finds and determines that illegal parking in handicapped parking spaces prevents handicapped people, who need to park in spaces close to the facility they are visiting, from doing so.
Therefore, the purpose of this law is to increase the supplemental county fines for illegally parking in parking spaces designated for handicapped drivers or passengers as a more effective deterrent against illegal parking in such spaces.
Section 3. 
Applicability.
This law shall apply to all actions occurring on or after the effective date of this law.
Section 1. 
Legislative intent.
This Legislature hereby finds and determines that the County of Suffolk is in the midst of constructing space at the Riverhead County Center which will house a new East End Veterans Administration ("VA") Health Clinic.
This Legislature also finds and determines that many of the veterans who will utilize this facility are of advanced age and have great difficulty ambulating.
This Legislature further finds and determines that while some veterans will be able to avail themselves of parking reserved for handicapped citizens, many other veterans will not be able to do so.
Therefore, the purpose of this law is to designate parking spaces at the new East End VA Clinic in Riverhead.
Section 3. 
Applicability.
This law shall apply to all actions occurring on or after the effective date of this law.
Section 1. 
Legislative intent.
This Legislature hereby finds and determines that Local Law No. 53-2008 set aside parking spaces at all County facilities for "Clean Pass" certified vehicles.
This Legislature also finds and determines that enforcement of this law is carried out through the Suffolk County Police Department and the Suffolk County Sheriff's Office.
This Legislature further finds and determines that this law should be amended to authorize Suffolk County Park Police to enforce the provisions of this law in County parks.
Therefore, the purpose of this law is to authorize the Suffolk County Park Police to enforce the "Clean Pass" law.
Section 1. 
Legislative intent.
This Legislature hereby finds and determines that the Clean Pass parking program, enacted by Local Law No. 53-2008, designates 2% of parking spaces at County facilities for Clean Pass certified vehicles.
This Legislature also finds and determines that the spaces reserved for Clean Pass vehicles are located in close proximity to County facilities.
This Legislature further finds and determines that spaces reserved for Clean Pass vehicles are frequently underutilized.
This Legislature determines that allowing vehicles with handicapped permits to park in Clean Pass spaces when designated handicapped spaces are fully occupied would provide handicapped individuals with better access to County facilities.
Therefore, the purpose of this law is to amend Article V of Chapter 372 (now Chapter 639) of the Suffolk County Code to allow vehicles with handicapped permits to use Clean Pass parking spaces at County facilities when all handicapped spaces are full.
Section 3. 
Applicability.
This law shall apply to all actions occurring on or after the effective date of this law.
Section 6. 
Effective date.
This law shall take effect on the 60th day immediately subsequent to filing in the office of the Secretary of State.
Section 1. 
Legislative intent.
This Legislature hereby finds that New York State has now registered over 360,000 private and commercial motorcycles yearly.
This Legislature finds and determines that motorcycles are actually some of the most fuel-efficient vehicles on the road and that even the least fuel-efficient motorcycles are likely more economical to operate than a regular car.
This Legislature additionally finds that this County currently has a policy reserving spots for Clean Pass vehicles.
This Legislature also determines and finds that motorcycles should be able to park in spots currently designated for only Clean Pass vehicles.
Therefore, the purpose of this local law is to allow motorcycles to park in spaces at all County facilities reserved for Clean Pass vehicles.
