The Annual Gabreski Community Advisory and Review Board ("Advisory and Review Board") is hereby established throughout the duration of Suffolk County's ownership of Francis S. Gabreski Airport for the purposes of administrative and public engagement, fulfillment of the recommendations in the Advisory and Review Board's Final Report, and continuity of assessment and review of airport-community issues.
The Advisory and Review Board shall consist of the following 19 members:
A. 
The Suffolk County Legislator of the district that includes Francis S. Gabreski Airport;
B. 
The Chair of the Public Works, Transportation and Energy Committee, or their designee;
C. 
The Airport Manager of Gabreski Airport, or their designee;
D. 
The Commissioner of the County Department of Economic Development and Planning, or their designee;
E. 
One representative from the Westhampton Beach business community, to be selected by the Mayor of the Village of Westhampton Beach;
F. 
One representative from the Westhampton Beach School District, to be appointed by the Westhampton Beach School District;
G. 
One civic leader from the Village of Quogue to be selected by the Mayor of the Village of Quogue;
H. 
One representative with a background of at least five years in the field of business aviation, to be selected by the Suffolk County Legislator whose district includes Gabreski Airport;
I. 
One member of a widely recognized or publicly acknowledged environmental organization, to be selected by the Suffolk County Legislator whose district includes Gabreski Airport;
J. 
One civic leader to be selected by the Mayor of the Village of Westhampton Beach;
K. 
One representative from the Town of Southampton, to be selected by the Town Council of the Town of Southampton;
L. 
One representative from the Town of Riverhead, to be selected by the Town Council of Town of Riverhead;
M. 
One representative from the Town of Southold, to be selected by the Town Board of Southold;
N. 
One representative from the Town of Brookhaven, to be selected by the Town Council of the Town of Brookhaven;
O. 
One representative from Rechler Equity Partners, LLC;
P. 
One representative from the public appointed by the Chair of the Westhampton, Speonk-Remsenburg, Eastport, Quiogue Citizen Advisory Committee (CAC);
Q. 
The Commander of the United States Air National Guard's 106th Air Rescue Wing, or their designee, who in accordance with federal law shall serve as a nonvoting liaison;
R. 
One representative with a background of at least five years in the field of recreational aviation, to be selected by the Suffolk County Legislator whose district includes Gabreski Airport; and
S. 
The Chair of the Gabreski Noise Mitigation Work Group, or their designee.
The Advisory and Review Board shall hold its first meeting in the month of June or July, following filing of the oaths of office of all members, which meeting shall be convened by the Clerk of the Legislature for the purpose of organization and selecting the Chairperson, who will appoint a Vice Chairperson and Secretary.
The members of said Advisory and Review Board shall serve without compensation and shall serve at the pleasure of their respective appointing authorities.
The Advisory and Review Board shall hold meetings at least once a year in June or July, keep a record of all its proceedings, and determine the rules of its own proceedings with special meetings to be called by the Chairperson upon their own initiative or upon receipt of a written request therefore signed by at least three members of the Advisory and Review Board. Written notice of the time and place of such special meetings shall be given by the Secretary to each member at least four days before the date fixed by the notice for such special meeting.
Ten members of the Advisory and Review Board shall constitute a quorum to transact the business of the Advisory and Review Board at both regular and special meetings.
The Advisory and Review Board may conduct such informal hearings and meetings, in accordance with the New York Open Meetings Law[1] and Chapter 172 of the Suffolk County Code, at a reasonable location within the proximity of Gabreski Airport, within the County of Suffolk, for the purpose of obtaining necessary information or other data to assist it in the proper performance of its duties and functions as it deems necessary.

The Advisory and Review Board shall be charged with examining and evaluating ongoing public concerns in the communities surrounding the Francis S. Gabreski Airport. The Advisory and Review Board shall review all areas impacted by noise and traffic to specifically determine locations where the airport has the largest impact, as well as review ongoing updates, challenges and operations from the management of the Airport.
The Advisory and Review Board shall complete its work when it convenes once a year, and on the fifth annual meeting, the Advisory and Review Board shall compose a presentation or written report for the Suffolk County Legislature for an approval of the continuation of the Advisory and Review Board's function. The presentation or report shall detail the work that the Advisory and Review Board has completed, outline public comments, concerns, and detail how the Airport considers and/or implements the information it collected throughout its five annual meetings.
