An independent Suffolk County Veterans Emergency Assistance Commission ("Commission") is hereby established to evaluate applications and award grants to qualified veterans in need of assistance.
The Commission shall consist of the following seven members:
A. 
The Veterans Services Commissioner who shall serve as Chair of the Commission.
B. 
The past State Commander of Veterans of Foreign War or a designated representative.
C. 
The Commander of the Korean War Veterans Association, Central Long Island Chapter, or a designated representative.
D. 
The Commander of Vietnam Veterans of America, Chapter No. 011, or a designated representative.
E. 
The Commander of AMVET Post 1174 or a designated representative.
F. 
The Director of American Legion Riders, Post 1244, or a designated representative.
G. 
The Chair of the Veterans and Consumer Affairs Committee or a designated representative.
The Commission shall hold its first meeting no later than 30 days after the oaths of office of all members have been filed.
The members of the Commission shall serve without compensation and shall serve at the pleasure of the legislature.
The Commission shall hold regular meetings, keep a record of all its proceedings, and determine the rules of its own proceedings, with special meetings to be called by the Chairperson upon his or her own initiative or upon receipt of a written request signed by at least four members of the Commission. Written notice of the time and place of such special meetings shall be provided by to each member of the Commission at least four days before the date of the meeting.
Four members of the Commission shall constitute a quorum to transact the business of the Commission at both regular and special meetings.
Clerical services involving the month to month operation of the Commission, as well as supplies and postage, as necessary, will be supplied by the Veterans Services Agency.
The Chairperson may delegate to any member of the Commission the power and authority to conduct such hearings and meetings.
The Commission shall cooperate with the legislative committees of the County Legislature and make available for each committee's use, upon request, any records and other data it may accumulate or obtain.
The Commission shall develop an application and the criteria for qualifying a veteran for aid, including that a veteran applying for aid shall have exhausted all other emergency aid available.
The Commission shall submit a report of its activities to the County Legislature and the County Executive on a quarterly basis.
