The Borough of Churchill, pursuant to the provisions of the Borough Code,[1] hereby establishes a Recreation Board, which is to be composed of nine citizens of the Borough of Churchill, Allegheny County, Pennsylvania.

The Recreation Board of the Borough of Churchill, Allegheny County, Pennsylvania, shall have all of the powers and duties conferred upon it by the Borough Code of the Commonwealth of Pennsylvania, and any other powers and functions vested in it by law or proper borough ordinance.
