No person, partnership or corporation hereinafter referred to shall use, dispose, transport, maintain or store any hazardous materials, goods, chemicals, elements or other matters without first complying with the notice provisions of this chapter. This chapter shall not apply, however, to those persons using such products for their own personal or residential use when such products or use have not been regulated by the state or federal governments.
A. 
Each entity within the Borough of Churchill shall send copies of any and all documents required by any federal, state or county governments, their agencies, administrative offices or other entities to the Borough of Churchill so that the borough may have and maintain a good, clear and concise record as to the location, use, storage, maintenance and disposal of hazardous materials.
B. 
This chapter shall apply to any filings, reports and/or notices that any governmental office shall have required in the past or shall be required in the future, to be maintained, filed or reported.
The Borough Secretary shall give 30 days' written notice of any person, partnership or corporation found not to be complying with this chapter and not forwarding copies of various documents as above-referenced to the Borough of Churchill and that such firm, person or corporation shall have 30 days from receipt of this notice to bring itself into compliance and furnish the borough with appropriate copies of appropriate filings, documents, notices or pleadings.

Any person, partnership or corporation who or which shall violate the provisions of this chapter shall upon conviction in a summary proceeding be sentenced to pay a fine of not more than $1,000. In default of payment of said fine and costs, such person, members of such partnership or the officers of the corporation shall be liable to imprisonment for not more than a period of 30 days.
