In addition to compliance with all other requirements for securing a building permit for the construction of any building or any addition thereto or alteration thereof under existing ordinances and resolutions of the Borough of Churchill, there shall hereafter be filed with the application therefor, plans and specifications for such construction, addition or alteration which shall bear the signature and seal of an engineer or an architect registered, under the laws of the Commonwealth of Pennsylvania, and no building permit shall be issued by the Borough of Churchill or any person authorized to issue building permits in its behalf unless the application therefor shall be accompanied by plans and specifications therefor bearing the signature and seal of an architect or an engineer registered under the laws of the Commonwealth of Pennsylvania.

From and after the passage of this chapter, all building permits issued by the Borough of Churchill or Building Inspector or any other duly authorized agent or employee, shall be valid for a period of only six months from the date thereof. All such building permits shall become void at the expiration of said six-month period unless there has been a physical commencement of the work on the site for which the permit was granted within said six-month period or unless such time is extended by the Building Inspector or other duly authorized agent or employee of the borough.
