No person, firm or corporation, owning or occupying
any property within the Borough of Churchill shall dump or deposit
or cause to be dumped or deposited or permit to be dumped or deposited
on any property within the Borough any household trash, garbage, refuse,
rubbish, offal, animal waste, cuttings from trees, bushes or grass
or any other waste materials or any combination of the same. Nor may
any person, firm or corporation use or permit to be used any spot
or place within the Borough as a public or private dump for any use
of the foregoing matter, except that the Borough may provide the same
for municipal purposes.

Throwing, placing or depositing substances into
or upon any stream or body of water shall be prohibited and enforced
through 30 Pa.C.S.A. § 2503.
It shall be unlawful for any person, firm or
corporation to transport any household trash, garbage, refuse, rubbish,
offal, animal waste, cuttings from trees, bushes or grass or any other
waste materials or any combination of the same from any place outside
the Borough of Churchill into said Borough of Council for the purpose
of dumping or storing the same on property, public or private, in
said Borough of Churchill and dumping or storing of any household
trash, garbage, refuse, rubbish, offal, animal waste, cuttings from
trees, bushes, or grass, or any other waste materials, or any combination
of the same transported from outside of the Borough of Churchill is
hereby prohibited within the limits of said Borough of Churchill.
No person shall place any household trash, garbage,
refuse, rubbish, offal, animal waste, cuttings from trees, bushes
or grass or any other waste materials or any combination of the same
in any street, alley or other public place or upon any private property,
whether owned by such person or not, within the Borough except that
it be placed in the proper manner in the proper receptacles for collection
or under any express approval granted by the Borough Council.
Any unauthorized accumulation of any household
trash, garbage, refuse, rubbish, offal, animal waste, cuttings from
trees, bushes or grass or any other waste materials or any combination
of the same on any premises is hereby declared to be a nuisance and
is prohibited. Failure to remove any household trash, garbage, refuse,
rubbish, offal, animal waste, cuttings from trees, bushes or grass
or any other waste materials or any combination of the same within
30 days after the effective date of this article shall be deemed a
violation of this article.

Any person violating any of the provisions of
this article shall upon conviction thereof before a District Justice
shall be punishable by a fine not to exceeding $1,000, plus costs,
and, in default of payment of such fine and costs, to imprisonment
not to exceed 30 days in the Allegheny County Jail.
