A. 
Establishment; eligibility.
(1) 
The Borough Senior Handyman Oversight Committee shall establish a Senior Handyman Program and enforce standards of eligibility for the program as follows:
(a) 
Must be an owner-occupied resident of Kenilworth.
(b) 
In the case of an owner-occupied multiple-family unit, the approved repairs shall only pertain to the unit in which the owner of the property legally resides.
(c) 
Must be age 62 or older or permanently and totally disabled as defined and awarded by the Social Security Administration.
(d) 
The applicant's income must not exceed low-income limits based on the United States Federal Housing and Urban Development (HUD) Income Limits Schedule based on the Newark, New Jersey, HUD Metro Fair Market Rents for Union County for the current calendar year.
(2) 
Eligible repairs are as follows:
(a) 
Repairs to windows and screens, repairs to railings, replacing locks and door handles, adjusting doors, and installing/uninstalling window air-conditioner units.
(b) 
Minor plumbing, such as replacing washers, repairing leaky faucets/toilets, and opening slow drains.
(c) 
Repairs to cabinet doors, changing light bulbs and smoke detectors or installing batteries, flipping mattresses, taking down curtains and blinds, rechanging curtains and blinds, and ground-level caulking.
(3) 
Ineligible repairs are as follows:
(a) 
Electrical, major plumbing, painting or ladder climbing.
(b) 
Moving furniture, bringing furniture and items to curbside for bulk pickup, installing ceiling fans, exterior window washing, gutter cleaning, interior painting, exterior railing painting, and waterproofing/painting decks.
B. 
At the annual reorganization, the governing body shall adopt guidelines for the Senior Handyman Program by resolution. These guidelines shall be enforced by the Senior Handyman Oversight Committee, which will consist of three Council members appointed annually by the Mayor.
C. 
On an annual basis, the Senior Handyman Program Oversight Committee shall evaluate and report to the governing body on the effectiveness of the program and offer recommendations for improvements.
D. 
Guidelines for the programs in accordance with this section, including eligible services and/or repairs, shall be prepared by the Senior Handyman Oversight Committee and adopted by the governing body prior to dissemination.
E. 
Upon approval by the governing body, said guidelines shall be prepared and made available for public use.
