A Commercial Fishing Advisory Council is hereby created in the Town of Huntington for the purpose of advising the Town Board as to the particular needs of Huntington's commercial fishing industry, including harbor management, measures to ensure abundant sources of natural marine species, and to foster cooperation between the commercial fishing industry, community organizations and town government.
(A) 
The Council shall be responsible to the Town Board and shall consist of eleven (11) members, who shall be appointed by the Town Board. The Council shall select from its membership a Chairman, Vice Chairman and Secretary. The Council shall also have, as ex officio members only, who shall not be voting members of the Council, the following:

(1) 
Director of the Department of Maritime Services.
(2) 
Director of the Department of Parks and Recreation.
(B) 
The Chairman, Vice Chairman, Secretary and all members of the Council shall be limited to individuals involved in the commercial fishing industry and serve without salary or compensation.

(A) 
Six (6) members, including the Chairman (Vice Chairman), shall constitute a quorum of the Council for the transaction of business.
(B) 
The Town Board shall appoint all members of the Council. The Supervisor shall appoint three (3) members of the Council, and the remaining members of the Town Board shall each appoint two (2) members of the Council. The Council shall provide the Town Board with nominees. The term of office of any member of the Council shall be coterminous with the term of office of the Town Board member by whom they were appointed.
(C) 
The term of office of any member of the Council may be terminated voluntarily by the member, or for good or sufficient causes by the Town Board, at any time.
(A) 
The Council shall function to provide recommendations regarding industry-related issues which may develop between the town and other civic and special interest groups for the betterment of the community.
(B) 
The Council shall provide recommendations to encourage and promote the distribution and marketing of locally landed marine food products within the Town of Huntington.
(C) 
The Council shall promote and coordinate efforts directed toward the development of a landing location(s), open to the public, designed to enhance and enrich Huntington's commercial fishing heritage and further relations with the community.
(D) 
Council members shall remain informed regarding current state and federal laws and regulations affecting their respective fishery through seminars, workshops, committees or training and disseminate such information to the commercial fishing industry.
(E) 
The Council shall make recommendation to the Town Board regarding issues affecting safe commercial fisheries waterfront operations.
(F) 
The Council shall appoint committees necessary to extend the efforts of the Advisory Board whereby any proposed commercial fishery development project shall be coordinated with the appropriate town agency.
(G) 
The Council shall file all minutes and/or written reports in the office of the Town Clerk within ten (10) business days of the meeting date.
