A Harbor and Boating Advisory Council is hereby created in the Town of Huntington for the purpose of promoting boating safety and advising the Town Board on matters relating to navigation and traffic and for the protection of natural waterways, with a balanced view towards boating, conservation and the general welfare of the town.
A. 
The Council shall be responsible to the Supervisor[1] and shall consist of 11 members, who shall be appointed by the Supervisor of the Town of Huntington, subject to confirmation by the Town Board. The Council shall select from its membership a Chairman and Vice Chairman. The Supervisor shall appoint, as ex officio members to the Council, two persons selected from town departments which would be associated with the purpose and pursuits of the Council's endeavors. These appointees shall not be privileged to vote as Council members. The ex officio members of the Council shall be:

(1) 
The Director of Maritime Services.
(2) 
The Director of Parks and Recreation.
(3) 
The Chairman and all members of the Council shall serve without salary or compensation.

Editor's Note: Pursuant to L.L. No. 1-1972, adopted 1-18-1972 (see Ch. 27, Environmental Waste Management, Department of), the Harbor and Boating Advisory Council now reports directly to the Director of Environmental Protection.
B. 
The membership shall further include but not be limited to an attorney, a certified public accountant and a construction engineer, among others.
Each member shall be appointed for a term of five years. However, the first four members appointed shall serve for five years, the second four members appointed shall serve for four years and the last three members appointed shall serve for three years.
A. 
The Council shall make recommendations and cooperate with town, state and federal agencies regarding all matters pertaining to boating safety.
B. 
The Council shall, by education, publicity and other means of information, inform the general citizenry of the need and importance for maintaining safe navigation and mooring for the protection of one of our most important natural resources.
C. 
The Council shall recommend to and advise the Town Board on the feasibility of regulating and the placement of moorings within the harbors.
D. 
The Council shall make recommendations and advise the Town Board and the Harbor Master on matters of channels, markers, docks and harbor traffic.
E. 
The Council shall make recommendations and advise on the operation and maintenance of town marinas and docks.
F. 
The Council shall make recommendations and advise the Town Board on state and federal regulations regarding antipollution devices.
G. 
The Council shall coordinate matters pertaining to yacht and boating clubs, commercial boating yards, private owners, the Coast Guard, the Corps of Engineers, the Town Department of Harbors and Waterways and the Villages of Lloyd Harbor, Huntington Bay, Northport and Asharoken.
