The Mayor shall be the Chief Executive Officer of the City, and he/she shall be elected at-large for a term of four years. The Mayor shall have, in addition to those powers and duties as provided by law, such powers and duties as are more specifically set out in this and other chapters of the Municipal Code.
There shall be three Councilpersons elected from each of the two wards for a term of three years. There shall be one Councilperson-at-large elected for a term of two years.
Whenever a vacancy occurs in the governing body of the City of North Wildwood, the vacancy shall be filled pursuant to N.J.S.A. 40A:16-5.

The Council shall meet during the first week of January of each year to elect a Council President and a Council President pro tempore for a one-year term and to conduct such other business as may come before it. In the absence of the Council President, the Council President pro tempore shall serve as the presiding officer.

All meetings, including premeeting conferences or work sessions, shall be public and held at the times and places fixed by the Council, in accordance with the Open Public Meeting Act (N.J.S.A. 10:4-1 et seq.[1]). Exceptions, if any, shall be as authorized therein.

The Council shall hold its regular meetings and work sessions as per a resolution to be adopted at each yearly reorganization meeting. This resolution may be amended or modified by subsequent resolutions duly adopted.

The Council may hold premeeting conferences or work sessions in preparation for regular meetings as permitted by law.

The Mayor may call special Council meetings and shall also do so upon written request of a majority of the full body of Council. The request and call for a special meeting shall state the purpose thereof, and no other business shall be transacted. The call shall be filed with the Clerk more than 48 hours before the time for which the meeting is called. Upon receipt of the notice, the Clerk shall forthwith notify each member, transmit copies of the call to at least two newspapers for publication, and post at least one copy on the Clerk's bulletin board.

If the Mayor declares an emergency affecting the public health, safety and welfare that requires an emergency meeting of Council, a notice so stating shall be filed with the City Clerk at least three hours prior to the holding of an emergency meeting. Upon receipt of said notice, the City Clerk shall notify each member of Council.

The Mayor shall make all appointments of municipal personnel with the advice and consent of Council. On the request of the Mayor, the Council shall receive and consider in executive session any nomination for appointment requiring Council's advice and consent. Candidates shall be formally nominated at any regular meeting and may be confirmed or rejected at the same meeting, but in no case later than the next regular meeting. The Council, for any reason it deems appropriate, may return an appointment to the Mayor unapproved. In such cases of disapproval, the Mayor then shall submit an appointee to Council for the position that was the subject of the disapproval and, upon receipt of the appointee, Council may then vote to approve the appointee or disapprove as aforesaid or take no action; however, in cases of disapproval where the Mayor has submitted an appointee as aforesaid, if by the second regularly scheduled Council meeting next following the first meeting wherein the Mayor's appointee was disapproved the Mayor's appointee has not been confirmed by Council, then Council may nominate and approve, by majority vote, an appointee to the position that has been the subject of the disapproval.

The Mayor shall submit all appointments to the Council President no later than seven calendar days prior to a Council meeting. Upon receipt of an appointment from the Mayor, the Council President shall direct the City Clerk to draft a resolution for consideration by Council at the next Council meeting. Wherever possible and subject to the privacy provisions of the Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), supporting documentation, such as a job application and work history, should be attached to said resolution. Any resolution that is to be considered at a Council meeting pursuant to this section must be submitted to all members of Council no later than 12:00 Noon on the fourth calendar day next preceding the meeting.
