A. 
Every taxi licensed under this Part 1 shall bear on the outside of each rear door, in plainly painted letters at least two inches in height, the name of the taxicab company. Underneath this, there shall be painted, at least four inches in height, the company's official cab license number.
B. 
In the center of the back panel of the cab shall be painted, at least four inches in height, the company's official cab license number.
C. 
On both sides of the roof of the vehicle, the vehicle's fleet identification number shall be displayed. Such number shall denote a particular vehicle within a taxi company's fleet of vehicles, and such numbers shall run from one through the maximum number of authorized vehicles in a taxi company's fleet.
D. 
No other number shall be displayed on the outside of a cab, except the phone number of the cab company and any other number required or approved under the rules and regulations of the Taxicab Division.
Within one year following the adoption of this Part 1:
A. 
Every taxicab shall be equipped with a full partition, extending from roof to floor and from door to door, to separate the driver's compartment from the passenger's compartment.
B. 
The partition shall be a made of a bullet-resistant material with a minimum thickness of three-eighths (3/8) inch, surrounded by a 14-gauge steel enclosure.
C. 
The partition shall contain a change slot to enable payment of fares without direct contact between the driver and passengers.
D. 
The back of the front seat shall be equipped with a 14-gauge steel plate, covered with foam padding, covered with leather, leatherette or other material ordinarily used to cover the foam padding of vehicle seats.
E. 
Opaque tinting, side curtains, shades or other such obstructions are prohibited in passenger compartment windows.
A. 
All taxicabs shall be equipped with an external dome light.
B. 
The dome light shall be located on the center of the vehicle roof and shall carry the word "on-duty."
C. 
Whenever the vehicle is on duty, the word "on-duty" shall be illuminated.
A. 
No person, other than a duly licensed taxicab driver, shall sit or otherwise occupy the driver's section of a taxicab when it is on duty, except:
(1) 
Where the passenger section is fully occupied by other passengers.
(2) 
Where occupancy of the driver's section is needed by the front seat passenger due to a physical impairment or other health-related reason.
B. 
A taxicab driver shall not transport together or attempt to transport together more than four persons over six years of age.
C. 
It shall be a violation of this section for a taxicab to be operated in violation of Title 39, State of New Jersey, seat belt and child restraint laws.
A. 
Each owner or driver of a taxicab shall record in a book kept solely for that purpose the details of each trip as follows:
(1) 
The time the car responded to the location.
(2) 
The place of origin of the trip and the destination.
(3) 
The company's taxi license number.
(4) 
The name and address of the driver.
(5) 
The driver's taxicab driver's license number.
(6) 
The fare paid.
B. 
All such records shall be kept for five years and shall be open for inspection at all times to the Director of the Taxicab Division, his designees and members of the Police Division.
A. 
The Taxicab Division shall maintain records regarding the ownership and operation of vehicles licensed under this Part 1. Such records shall include but are not limited to the following:
(1) 
The name and address of all owners and operators.
(2) 
The license number of all owners and operators.
(3) 
Vehicle descriptions, including make, model and serial numbers.
(4) 
Inspection records, including date of inspection, name of inspector and the inspection results.
B. 
The above Taxicab Division records shall be open for public inspection at all reasonable times and shall be public records, extracts of which may be certified by the Director of the Taxicab Division for use as evidence in court.
A. 
Each taxicab shall exhibit within the vehicle in a conspicuous place and within view of all passengers the following:
(1) 
The taxicab registration card.
(2) 
The driver's taxicab operator's license.
(3) 
A rate card, showing the currently authorized taxicab rates.
(4) 
A valid certificate of compliance card affixed to the front right sun visor so as not to obstruct the vision of the driver.
(5) 
A valid taxicab inspection sticker, displayed on the right side of the vehicle's rear window.
(6) 
A citizen complaint card, affixed to the left side of the vehicle's partition, which shall contain the fare resolution procedure of § 449-33 and the telephone number and address of the Division of Taxicabs.
B. 
The above-mentioned items shall be displayed in a holder approved by the Taxicab Division.
