All new construction must meet the following conservation requirements before a certificate of occupancy will be issued:
A. 
All showers used for other than safety reasons will be equipped with a flow-restriction device or shower head which will limit water flow to three gallons per minute or less.
B. 
All toilets installed will be of the water-saver type which limits water usage to 3.5 gallons per flush or less.
C. 
All urinals will be equipped with flush valves which minimize water usage.

B. 
Residential.
(1) 
Minimum quarterly billing will be $34.40 beginning in the year 2023. In those instances when actual consumption results in bills of less than the minimum bill, the consumer will be charged the minimum amount.
(2) 
Consumers of water supplied by the New Jersey American Water Company in the franchise area shall be charged on a quarterly basis at the rate to be established by the Board of Public Utilities of the State of New Jersey. Bills will be sent by NJAWC.
(3) 
Consumers of water supplied by the Borough of Madison Water and Light Department along Carrigan Lane and Burnet Road shall be charged on a quarterly basis at rates which the supplier charges the Borough of Florham Park. Bills will be sent by the Borough of Florham Park, and a service charge of $10 per quarter will be charged.
(4) 
Consumers of water supplied by the Southeast Morris County Municipal Utilities Authority in the area of Park Avenue and Punchbowl Road and not supplied by the franchise shall be charged on a quarterly basis at rates which the supplier charges the Borough of Florham Park. Bills will be sent by the Borough of Florham Park, and a service charge of $10 per quarter will be charged.

(2) 
Connection fee.
(a) 
For each residential service unit the connection fee shall be $1,069.
(b) 
For each equivalent service unit the connection fee shall be $1,069.
(c) 
For each reconnected service as a result of a demolition/tear down or an alteration/addition that is greater than 50% of the original dwellings, first-floor living space square footage and the existing lateral outside the right-of-way is utilized; the reconnection fee shall be equivalent to 50% of the new connection fee.
(d) 
For all user's classes other than residential and institutional service, an equivalent service unit shall be computed using the tables provided by N.J.A.C. 7:10-12.6, Table 1, and N.J.A.C. 5:21-5.2, Table 5.1.
(e) 
A residential service unit is 300 gallons per day.
(f) 
The connection fee shall also apply in the case of any expansion or alteration of any existing building(s) for user classes other than residential and institutional service.
(g) 
The minimum water connection fee is one equivalent service unit.
