Mopeds or motorized bicycles shall not be operated upon interstate highways or upon public highways divided by a grass or concrete median or highways with posted speed limits in excess of 50 miles per hour or upon the railroad or right-of-way of an operating railroad within the State of New Jersey or upon any public land.
Mopeds or motorized bicycles shall not be operated by a person under 15 years of age.
No person shall operate a moped or a motorized bicycle unless he is in possession of a valid driving license in any class or a moped or motorized bicycle license which has been duly issued by the Director of Motor Vehicles to any person 15 years of age or older.
The valid driver's license shall be in the possession of the operator at all times when operating a moped or motorized bicycle within the limits of the Borough of East Rutherford. The operator shall exhibit his driver's license when requested to do so by any police officer or Judge while in the performance of his duties of his office and shall write his name in the presence of the officer so that the officer may thereby determine the identity of the licensee. Any person violating this section shall be subject to a fine not exceeding $50.
Except as otherwise provided by this article, any person who violates any of the provisions of this article shall be subject to a fine or imprisonment, or both, not exceeding that penalty provided by N.J.S.A. 39:4-14.3b.
