A. 
At any intersection within the Borough of Kenilworth where traffic is directed or controlled by a police officer or traffic signal, no pedestrian shall enter upon or cross the highway at a point other than a designated crosswalk. Where traffic is not controlled and directed either by a police officer or traffic control signal, pedestrians shall cross the roadway within a crosswalk or, in the absence of a crosswalk, and where not otherwise prohibited, at right angles to the roadway.
B. 
It shall be unlawful for any person to cross the Boulevard between the traffic signal at the Parkway entrance North and the traffic signal at Coolidge Drive, at any location other than a designated crossing, at any time between the hours of 6:30 a.m. and 7:30 p.m. daily.
C. 
The provisions of this section shall be enforced by the Police Department and, in the case of a citizens complaint, through the Police Department.
D. 
The provisions of this section shall be prosecuted through summary proceedings in the Municipal Court. Any person found to have violated this section shall be subject to a fine as provided in § 190-26C.
