GENERAL REFERENCES

The following procedures and rules are hereby established for the guidance
of the Rockland County Park Commission.

The Rockland County Park Commission shall be composed of seven members
or Commissioners, all residents of the County of Rockland, one member from
each Town in Rockland County and two at-large members to be residents of Rockland
County and appointed by the Legislature of Rockland County and to serve at
the pleasure of the Legislature of Rockland County.
The members of the Commission shall serve without compensation but shall
be allowed their necessary expenses incurred in the performance of their duties.
The Commission shall select a Chairman, a Vice Chairman, a Secretary
and a Treasurer. The Secretary need not be a member of the Commission. A majority
of the Commissioners shall constitute a quorum for the transaction of business.
The Commission may employ such experts, assistants, clerks and other employees
and incur such other expenses as it shall determine to be necessary within
the amounts appropriated by the Board of Supervisors, such expenses to be
paid as other County charges. The terms of such officers shall be for such
period of time as may be set by the Commission.
A.
The Park Commission shall, with the moneys on hand and
moneys appropriated by said Board of Supervisors,[1] develop and make available for use as County parks, in such manner
as to it shall seem most suitable, all properties and interests owned by the
County of Rockland that may come under the jurisdiction of the Park Commission.

B.
Such Commission shall recommend to the Board of Supervisors
the acquisition and development of all County parks, recreational facilities
and conservation areas.
C.
It shall, with the cooperation of the Board of Supervisors
and the Rockland County Planning Board, submit to the Board of Supervisors
plans for parks and recreational facilities and conservation areas for the
County of Rockland.
D.
It shall cooperate with the Town Boards and Village Boards
of the towns and villages of the County and with their Planning Boards and
consult with them and, if requested, with local Town and Village Recreational
Commissions and agencies.
E.
It shall, within the budget set by the Board of Supervisors,
hire appraisers to evaluate the properties which may be acquired and developed
as parks and recreational facilities and conservation areas for the County.
F.
It shall have the supervision and management of all County
parks and shall adopt rules for the use of such County parks, recreational
facilities and conservation areas. It may establish fees for the use of all
facilities and services. It shall have power to adopt and amend, from time
to time, all such rules concerning use and fees and, within the law, shall
determine all regulations of use and admission. Such regulations of the use
and fees for services and facilities shall be filed with the Clerk of the
Board of Supervisors[2] and shall be effective immediately upon approval of the Board
of Supervisors. In any event, such approval of the Board of Supervisors shall
be automatically effective after 30 days from the date of the filing of such
regulations.

The Park Commissioner shall submit a report to the Board of Supervisors
annually on or before the first day of April of the manner in which the rules
hereby established are administered and the result of such administration
and of the income received from any and all of its operations, as well as
its expenses, and shall, from time to time, submit to the Board of Supervisors
such other reports as to such other matters as the Board of Supervisors may
require.
