The Chief shall have the general supervision of the Department, which supervision shall be subject to and not in conflict with such rules and bylaws for the government and management of the Department as may from time to time be adopted by the Board of Fire Officers as herein provided.
A. 
In all cases of fire, the Department Chief or, in his absence, the Assistant Chief first arriving at the fire, shall have full power and absolute control and command and shall cause the several pieces of apparatus to be worked in the most advantageous manner.
B. 
Should the Department Chief and the Assistant Chief be absent from a fire, the person having charge of the apparatus first arriving at the fire shall assume the duties of the Chief until the arrival of his superior officer.
It shall be the duty of the Chief to report monthly to the Council of the Borough of Totowa, through the Fire Committee, the condition of the various pieces of apparatus and appurtenances; the number of hydrants and the condition of the same; the number of fires during the month, their location, cause and the date of the same and the loss occasioned thereby; the number of members in each company and the total number of active members in the Department; and resignations and expulsions passed upon by the Board of Fire Officers.
The Chief or officers in command at any fire are hereby clothed with full and complete police authority and are hereby authorized and directed to acquire and secure the removal of any and all obstructions from in front of and around fire hydrants and for that purpose are hereby authorized to call upon the head of any of the municipal departments for aid and assistance in securing such removal of obstructions.
A. 
It shall be the duty of the Department Chief to see that company officers have the firehouses heated during the winter season.
B. 
It shall be the duty of the company officer in charge of his company at a fire or drill to report to the Chief all fire hydrants that are found frozen, out of order or leaky or that are set in such a manner as to make it difficult to connect thereto.
C. 
It shall be the duty of the Chief to make a permanent record of all reports of defective, inoperative or improperly set fire hydrants, and he shall submit a report to the Public Safety Committee for the Mayor and Council, giving the location of the hydrant and the name of the maker, with a specification of the trouble.
D. 
No member of any company shall be permitted to tamper with, fix or repair any of the apparatus unless so directed by the Chief or, in his absence, the Acting Chief of the Department.
It shall be the duty of the Captain of each company to keep a permanent record of the fire and drill services of each member of his company. A copy of this record shall be submitted to the Fire Chief monthly.
In the event that the Department Chief is unable to perform his duties by reason of illness, absence from the Borough or otherwise, the Assistant Chief designated by the Chief of the Fire Department to fill the office of Department Chief during the inability of the Chief to perform his duties shall have all the powers and authority given the Department Chief in this chapter.
