It shall be unlawful for any person to park or leave standing any vehicle on lands of another, whether publicly or privately owned, in the Borough of Totowa, after notice has been posted, as hereinafter provided, by the owner, occupant, lessee or licensee prohibiting such parking. Nothing herein contained shall apply to any lands lying within the bounds of any public street or highway.
Suitable signs, not less than 18 inches by 24 inches, bearing the words "No Parking," together with any qualifications or restrictions of such parking, if any, and conspicuously displayed, shall be posted on said lands by the owners, occupant, lessee or licensee thereof where this article is effective. Defacing, tampering with or damaging such signs when posted shall constitute a violation of this article.

This article shall be known and may be called as the "Storage of Vehicles on Municipal Property and the Imposition of Storage Charges Therefor."
No vehicles are to be towed into the Borough of Totowa's property unless specifically ordered by the Police Department.
A. 
Whenever a police officer or any other person having authority finds any vehicle parked in violation of state statutes or local ordinances, he may cause or obtain the removal of such vehicle by having the same towed and impounded, either through the Borough itself and its agents or by a tower who shall be authorized by the Borough of Totowa. When such vehicle is towed away and impounded, the owner shall pay the cost of such towing and removal to said tower, or the Borough or its agents, at a cost to said person pursuant to the towing rates promulgated and approved by the Mayor and Council of the Borough of Totowa.
B. 
It is the intent of this article that the Borough of Totowa has the right to engage in towing, impounding and storage operations itself, as well as the right to contract these services on a temporary as well as a long-term basis to other operators.
In addition to the towing charges, the following shall comprise the fees for storage charges upon the Borough of Totowa's property, as follows:
A. 
For all vehicles or trailers under 15 feet, there shall be a storage charge of $25 a day or any portion of a day.
B. 
For all vehicles or trailers greater than 15 feet, there shall be a storage fee of $35 per day or any portion of a day.
C. 
After 30 days, the storage charge shall be increased for all vehicles to the rate of $50 per day or any portion of a day.
