Anything in the Plumbing Code or any other ordinance, rule, regulation or enactment of the Township of Haddon or any of its personnel notwithstanding, no individual or corporation shall be required to obtain a permit or license in order to engage in the occupation of laying or installing pipe or conduit of any nature outside of buildings and inside property lines.
Notwithstanding anything to the contrary contained herein, if no plans for proposed plumbing work have been filed, no person or corporation shall engage in the occupation of laying or installing pipe or conduit in any nature outside of buildings and inside property lines unless and until such person or corporation shall file plans for such proposed laying or installing of pipe or conduit outside of building lines and inside of property lines with the Plumbing Inspector of the Township of Haddon or such other person as may be designated by resolution of the Board of Commissioners of the Township of Haddon.

Any individual or corporation filing plans as required above shall pay the filing and inspection fees provided by Chapter 111, Fees. In addition, any such individual or corporation shall be required to pay a reinspection fee in the event that the laying or installing of pipe or conduit of any nature outside of buildings and inside of property lines does not meet the standards for such work as are established.
Any individual or corporation laying or installing pipe or conduit of any nature outside of buildings and inside of property lines shall be liable to the Township of Haddon for any damages which might result to such Township's water and sewer mains, lines or laterals or any part thereof as a result of faulty workmanship.
Notwithstanding anything to the contrary contained herein, no person or corporation shall bring a waterline through a foundation and hook it onto a meter without obtaining the permits or licenses as required by law, nor shall any person or corporation install any sewer lines through a foundation without obtaining the necessary license or permit.
