No person, firm or corporation shall operate a poolroom or billiard parlor, or both, within the Township of Haddon, without first obtaining a license as provided by this chapter.
Any person, firm or corporation wishing to operate a poolroom or billiard parlor, or both, within the Township of Haddon, shall file with the Chief of Police of such Township the following information, which shall constitute an application for a license to operate a poolroom or billiard parlor, or both, within the Township of Haddon:
A. 
Name of applicant.
B. 
Permanent address of applicant.
C. 
Place or places where applicant intends to operate a poolroom or billiard parlor, or both.
D. 
Whether or not the applicant has ever been convicted of a crime, misdemeanor or violation of any ordinance concerning the operation of a poolroom or billiard parlor, or both.
Upon receipt of the application set forth above, the Chief of Police of the Township of Haddon shall cause such investigation to be made of the applicant's business and moral character as he deems necessary for the protection of the public good. His investigation may include photographing and fingerprinting of the applicant. If, as a result of such investigation, the applicant's character or business responsibility is found to be unsatisfactory and contrary to the public welfare, the Chief of Police shall deny the application. If, as a result of such investigation, the applicant's character and business responsibility are found to be satisfactory, the Chief of Police shall endorse his approval of the application, thereby authorizing the Township Clerk to issue a license for the operation of the poolroom or billiard parlor, or both, as intended by the applicant.
A license issued in accordance with this chapter shall be valid for one year, but the applicant may renew such license from year to year upon paying the requisite license fees and maintenance of the applicant's character and business responsibility.

The license fee for each pool table or billiard table, or both, used in any poolroom or billiard parlor within the Township of Haddon shall be as provided in Chapter 111, Fees. This fee shall be paid upon issuance of the initial license or any renewal license.
It shall be unlawful for any operator of a poolroom or billiard parlor, or both, within the Township of Haddon, to permit any person 16 years old or under to remain on the premises or to play pool or billiards, or both, unless such minor is accompanied by a parent or legally appointed guardian of any such minor.

Any person, persons or corporation violating this chapter shall, upon conviction thereof, pay a fine not exceeding $1,000 or be imprisoned in the county jail for a term not exceeding 90 days, or both, for each offense, in the discretion of the court.
