GENERAL REFERENCES
Vehicles and traffic — See Ch. 284.
A. 
When any vehicle is parked or abandoned on any street, highway, parking lot or public way within the city during a snowstorm, snow removal operations, flood, fire or other public emergency or during pavement maintenance operations which affects that portion of the public way upon which said vehicle is parked or abandoned, said vehicle may be removed by authority of the Police Chief, Fire Chief, City Engineer or their designee.
B. 
When any vehicle is found unattended on any street, highway, parking lot or public way within this city where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by authority of the Police Chief, Fire Chief, City Engineer or their designee.
C. 
When any vehicle is parked or abandoned on any street, highway, parking lot or public way within this city where stopping, standing or parking is prohibited, said vehicle may be removed by authority of the Police Chief, Fire Chief, City Engineer or their designee.
D. 
When the owner of a vehicle fails to pay parking fines, said vehicle may be removed and impounded by authority of the Police Chief or his designee.[1]
